520 |d Le présent article traite la question du déficit de l’urbanité dans la ville algérienne, à travers le parcours du développement urbain en Algérie, et ce suite à des facteurs historiques, sociaux, économiques et politiques. Si le déficit de celle-ci n’épargne aucun espace urbain, il est encore plus accentué dans les espaces périphériques où sont implantés la majeure partie des habitations collectives. Le présent article met l’accent sur le déficit d’implication des principaux acteurs censés les prendre en charge, mais engendrant une mauvaise gouvernance urbaine tout en relevant les différents dysfonctionnements de ces espaces habités en matière d’aménagement urbain, et de «dispositifs matériels de l’urbanité» 
520 |a تعاني المدن الجزائرية منذ القدم من تنامي ظاهرة المناطق الحضرية المتخلفة التي أثرت على مدى العقود الماضية على الوضع الجزائري، نتيجة ظروف تاريخية واجتماعية واقتصادية وسياسية متعاقبة كانت لها أضرار كبيرة على البناء الاجتماعي واضطراب خطط التنمية واختلال في المجال الحضري. الأمر الذي أدى إلى عدم تحقيق الأهداف المرجوة في هذا المجال. ضمن هذا الانشغال المعرفي جاء هذا الإسهام العلمي مركزًا بالأساس على مسار التنمية الحضرية في الجزائر لمعرفة بعض الحقائق التي رافقت هذه الظاهرة وإعاقتها عن تحسين حياة المجتمع الجزائري. 
520 |b This article aims to expose the issue of the urban deficit in the Algerian city through urban development course in Algeria, because of the weight of historical, social, economic and political circumstances. If the deficit of the latter makes every urban space, it is even more accentuated in peripheral areas where most collective dwellings are located. This article focuses on the deficit of key players’ involvement expected to take charge and reflecting bad urban governance by raising various dysfunctions of these inhabited areas in urban planning, and "materials of urbanity devices",
