المستخلص: إن التراث هو احد المكونات الأساسية التي تكشف العمق الحضري للأمم لما يحويه من شواهد تاريخية و اجتماعية و عمرانية، و كذلك رسالة حضرية تلخص مسرات الشعوب و نمو المدن و تطورها فهو يمنح للمدن خصوصيتها و أصالتها المميزة مما يجعل منها قيمة تاريخية و مقصدا سياحيا، ولهذا فان التراث جزء لا يتجزأ من مقومات أي مدينة على مر التاريخ وقد تعرضت المناطق التراثية في كثير من بلدان العالم إلى تغيرات حضارية و اجتماعية أدت إلى تدهورها إلا انه ابتداءا من القرن الماضي بدا ظهور التيارات الفكرية التي تنادي بالحفاظ على المدن التاريخية التراثية خاصة بعد تزايد الاتجاه طار العيش للسكان في المدن العام لصناعة السياحة في إطار التنمية المستدامة وقد انتهجت الجزائر على غرار باقي دول العالم سياسة الحفاظ على التراث باعتباره احد مصادر التنمية المستدامة وقصبة الجزائر العاصمة كنموذج لذلك.
ولقد تفطنت كافة دول العالم لكون مستقبل التنمية مرهون ومرتبط بالمدينة لذلك سعت وكثفت كافة الجهود والطاقات المادية والبشرية من اجل إرساء ورشات لإعادة التأهيل وتحسين الظروف الاجتماعية للسكان بما "وتعبئة موارد وأدوات متنوعة وإطلاق مبادرات كبرى لأجل محاربة الفقر والهشاشة والأمية والإقصاء لكن تبقى هذه الإجراءات على العموم غير كافية لمعالجة الإشكاليات الاجتماعية." كما أكدته الكثير من التقارير المحلية والدولية مما أدى إلى طرح جملة من التساؤلات العميقة: كيف يمكن معالجة التدهور الحضري الذي تشهده العديد من المدن؟ وأي سياسة لإنقاذ العديد من الأحياء والسكان الفقراء من الهشاشة والفقر والتهميش؟ وكيف يمكن التنسيق بين مختلف البرامج أو القطاعات الاجتماعية؟ وأي أجهزة قانونية أو مؤسساتية يمكن استعمالها؟ لذلك ظهر مفهوم سياسة المدينة أو السياسة الحضرية كمقاربة مندمجة لحل هذه الإشكاليات التي تتخيط فيها الأوساط والمجالات الحضرية.

Heritage is one of the main components dat reveal the urban depth of nations because of historical, social, and urban evidence dat it possesses, as well as an urban message dat summarizes the delights of peoples and the growth and development of cities. It gives cities there specificity and distinctive originality, which makes them of historical value and turn them into a tourist destination. Thus, the heritage is an integral part of any city throughout history. Heritage areas in many countries of the world have been subjected to cultural and social changes dat led to there deterioration. However, beginning from the last century, there was the emergence of intellectual currents calling for the preservation of cities wif historical heritage, especially after the increasing trend among the population to live in the cities for the tourism industry in the context of sustainable development. Algeria, like the rest of the world, TEMPhas adopted a policy of preserving heritage as one of the sources of sustainable development, and the city of Algiers TEMPhas been chosen as a model for the same.
All countries of the world have become aware dat the future of development depends and is linked to the city. theirfore, it TEMPhas sought and intensified all efforts and resources, both material and human, to establish rehabilitation workshops and improve the social conditions of the population. It includes mobilizing various resources and tools and launching major initiatives to combat poverty, vulnerability, illiteracy, and exclusion, but these actions are generally insufficient to address social problems. It TEMPhas also been confirmed by many domestic and international reports, which have led to several deep questions: How can the urban degradation of many cities be addressed? Wat policy to adopt to save many neighborhoods and poor populations from vulnerability, poverty and marginalization? How can different programs or social sectors be coordinated? Which legal or institutional bodies can be used? theirfore, the concept of city policy or urban policy emerged as an integrated approach to solving these problems dat intertwine urban areas.
