|a استهدف البحث الحالي التعرف على رؤية الخبراء والأكاديمين نحو المحددات المعرفية والنفسية والاجتماعية التي يجب أن تحكم البرامج الحوارية المقدمة بالقنوات الفضائية المصرية الحكومية والخاصة، وقد تم استطلاع رأي (25) خمسة وعشرون من الخبراء والأكاديمين، أمكن من خلالها تحديد الأسس والمعايير التي يجب أن تحكم المقدم والمعد والضيوف في البرامج الحوارية وذلك عن طريق المقابلة الشخصية بالخبراء والأكاديمين أصحاب الخبرة والصلة من كليات التربية والإعلام ومن المهنيين بالقطاعين الإعلامي والتعليمي. كما تم تحديد مضمون القضايا التربوية موضوع التحليل عن طريق استطلاع آراء أطراف العملية التعليمية من (الطلاب، المعلمين، أولياء الأمور، الموجهين، مديري المدارس) عن أهم القضايا التعليمية التي يرغبون تقديمها باهتمام في البرامج الحوارية التي تقدمتها القنوات الفضائية الحكومية والخاصة وذلك لتطبيق استمارة المحددات عليها. وقد تم اختيار برنامجي "من ماسبيرو" على القناة الأولى "ويحدث في مصر" على قناة Mbc مصر للخضوع للتحليل بعد استطلاع رأي أطراف العملية التعليمية عن أكثر البرامج الحوارية التي يفضلون مشاهدتها في القنوات الحكومية والخاصة. وقد جاء في مقدمة المحددات المعرفية التي اتفق عليها الخبراء في ضرورة إعداد القضايا التي يتم تناولها بحيث تتسم بالحداثة والحالية وتَّدعَّم بالأدلة والشواهد والابتعاد عن تكرار المضمون وتحقيق التوازن في عرض الموضوعات المطروحة للنقاش واختيار الضيوف من الخبراء والمتخصصين، وجاء في مقدمة المحددات النفسية عرض موضوعات إيجابية تدعم التفاؤل والأمل في المستقبل وعدم الاقتصار على عرض الجوانب السلبية فقط وتقديم مضمون يتفق مع رغبات واحتياجات المشاهدين وإتاحة الفرصة للجمهور للتعبير عن وجهة نظرهم بحريه، بينما جاء في مقدمة المحددات الاجتماعية تحديد أولويات القضايا المجتمعية التي تطرح للمناقشة والحوار وتقديم مضمون داعماً الدفاع عن المصالح العامة للمجتمع وتحقيق التوازن بين حرية الإعلام ومصلحة المجتمع. وقد أظهرت النتائج المتعمقة باستخدام الاختبارات الإحصائية عن وجود فروق ذات دلالة إحصائية بين القنوات الحكومية والخاصة في مستوى الالتزام بالمحددات المعرفية حيث تفوق المعد والمقدم في البرامج الحوارية التي تقدمها القنوات الفضائية الخاصة في مستوى الالتزام بالمحددات المعرفية وهذا يدل على أن البرامج الحوارية في القنوات الخاصة تحرص على تطبيق المبادئ الأخلاقية والمهنية في الإعداد والتقديم للمضمون الذى يتم تناوله ومناقشته في البرامج، كما أثبتت الدراسة وجود فروق ذات دلالة إحصائية بين القنوات الحكومية والخاصة في مستوى الالتزام بالمحددات النفسية والاجتماعية حيث تفوق المقدم في البرامج الحوارية التي تقدمها القنوات الفضائية الحكومية والخاصة في مستوى الالتزام بالمحددات النفسية والاجتماعية ما يدل على أن البرامج الحوارية التي تقدمها القنوات الفضائية الحكومية والخاصة لديهم القدر الكافي من الالتزام بالأسس والمعايير التي يجب تقديمها للمجتمع كما توصلت الدراسة إلى تفوق الضيوف في البرامج الحوارية التي تقدمها القنوات الفضائية الحكومية عن البرامج الحوارية التي تقدمها القنوات الفضائية الخاصة ما يدل على مراعاة ضيوف البرامج الحوارية في القنوات الحكومية الالتزام بالمحددات الاجتماعية في مناقشة وتناول القضايا التي يتم عرضها، في حين أنه لم يختلف المعد في المحددات النفسية والاجتماعية ما بين البرامج الحوارية في القنوات الحكومية والخاصة، وأيضا لم يختلف الضيوف في المحددات المعرفية والنفسية بين البرامج الحوارية في القنوات الحكومية والخاصة.

|b The current research aimed to identify the vision of experts and academics towards the cognitive, psychological and social determinants that should govern the talk shows provided by Egyptian governmental and private channels. Twenty five (25) experts and academics were surveyed, in order to determine the bases and criteria that should govern the applicant, the Prepared and the guests in the talk shows. This is done by interviewing experts and academics with experience and contacts from the faculties of education and media and professionals in the media and educational sectors The contents of the educational issues were identified by analyzing the views of the educational parties (students, teachers, parents, mentors, school principals) on the most important educational issues that they wish to present with interest in the talk shows offered by government and private satellite channels So as to apply the determinants form on it. The programs of "Maspero" on Channel 1 and "Yahdous Fe Misr" on MBC Egypt channel were selected to undergo for analysing after a survey of the educational parties about the most talk shows that they prefer to see in government and private channels. In the forefront of the cognitive determinants agreed upon by the experts was the need to prepare the issues addressed So as to be modern and current and supports the evidence And avoid the repetition of content And to balance the presentation of topics for discussion and the selection of guests from experts and specialists, In the introduction of the psychological determinants The presentation of positive topics that support optimism and hope in the future and not only to show the negative aspects only Providing content consistent with the wishes and needs of viewers And to provide an opportunity for the public to express their views freely While at the forefront of social determinants set priorities for community issues Which is presented for discussion and dialogue Providing content that supports the defense of the general interests of society And to balance the freedom of the media and the interest of society. The results revealed significant differences between the governmental and private channels in the level of commitment to cognitive determinants Where the superiority of the presenter in the talk shows provided by private satellite channels in the level of commitment to cognitive determinants and this indicates that the programs of dialogue in the private channels are keen to apply ethical and professional principles in the preparation and submission of the content that is addressed and discussed in the programs, The study also showed that there are statistically significant differences between the governmental and private channels in the level of commitment to psychological and social determinants, where the superior in the talk shows provided by government and private satellite channels in the level of commitment to the psychological and social determinants indicate that the talk shows provided by government and private satellite channels have the fate Adequate commitment to the principles and standards that must be provided to society. The study also found that the guests excel in the talk shows offered by the government satellite channels on the talk shows provided by private satellite channels. This indicates that the guests of the dialogue programs in the governmental channels are committed to meeting the social determinants in discussing and addressing the issues that are presented. While the program Preparing did not differ in the psychological and social determinants between the dialogue programs in the governmental and private channels. Also, the guests did not differ in the cognitive and psychological determinants between the talk shows in the governmental and private channels.
