المستخلص: تهدف هذه الدراسة إلى تقصي حقيقة الاستقلال المالي الذي منح للمستوطنة، وتحديد الأسباب التي سمحت بذلك، وخلصت الدراسة إلى أن ظهور المؤسسات المالية والبنكية في عهد الجمهورية الثالثة غيرت ملامح الجزائري الكولونيالية، بحيث أصبحت تحمل في طياتها روح المعاصرة، فلا سبيل لنجاح المخطط الاستعماري سوى نهج هذا الطريق وربط الجزائر بفرنسا، كما أبرزت الاستقلال المالي لم يكن وليد الضغط الاستيطاني فقط بل هو ناتج السياسة المالية المنتهجة من طرف الجمهورية الثالثة.

L’étude a conclu que l’émergence des institutions financières et bancaires au cours de la Troisième République a modifié les caractéristiques de l’Algérie coloniale, de sorte qu’elle conserve l’esprit de la modernité: il n’existe aucun moyen pour que le plan colonial aboutisse au succès du plan colonial. Approchez-vous de cette route et reliez l'Algérie à la France. L'étude a également souligné que l'indépendance financière ne résultait pas de la pression des règlements mais du produit de la politique budgétaire adoptée par la Troisième République.

The study aims to investigate the fact of financial independence granted to the settler and to determine the reasons that allowed it. The study concluded that the emergence of financial and banking institutions during the Third Republic reign changed the Algerian Colonial profile. It became carrying with it the spirit of modernity. There is no way for the success of the colonial plan except this route's approach and linking Algeria to France. It also highlighted financial independence that was the result of settlement pressure and the result of fiscal policy pursued by the Third Republic.
