|a هدفت الدراسة إلى التعرف على المعوقات التي تحول دون تطبيق معايير الجودة الشاملة بجامعة صعدة، ودرجة الإعاقة في المجالات المادية والمالية والإدارة والمعوقات ذات الصلة بأعضاء هيئة التدريس، وقياس أثر متغيري الجنس، والمؤهل، على وجهة نظر أفراد العينة، مستخدما في ذلك المنهج الوصفي المسحي؛ مع توظيف "الاستبانة" كأداة تم توزيعها على عينة من (54) عضوا؛ هم جميع أعضاء هيئة التدريس بكليات جامعة صعدة، وتم تحليل البيانات باستخدام البرنامج الإحصائي (SPSS)؛ وبينت النتائج أن المتوسط الحسابي العام لجميع مجالات الدراسة بلغ (4.11 من 5) بدرجة معوق (كبيرة)، وعلى مستوى المجالات؛ حصلت المعوقات المادية على أعلى متوسط حسابي (4.53) تلتها المعوقات المالية بمتوسط (4.50) وكلاهما بدرجة (كبيرة جدا)، وحل ثالثا؛ المعوقات الإدارية والتنظيمية بمتوسط (3.82) وأخيرا؛ المعوقات المتعلقة بأعضاء هيئة التدريس بمتوسط (3.62) وكلاهما بدرجة تقدير (كبيرة). كما بينت النتائج وجود فروق عند (α=0.05) تعزى لمتغير الجنس في مجال المعوقات الإدارية والتنظيمية، لصالح الذكور، وتبعا لمتغير المؤهل؛ في المجالات ككل، وفي مجالي المعوقات الإدارية والتنظيمية، وأعضاء هيئة التدريس، لصالح حملة الدكتوراه وحملة الماجستير، فيما لم تسجل أي فروق في بقية المجالات. وفي ضوء النتائج تم تقديم مجموعة من التوصيات والمقترحات التي يمكن من خلالها التغلب عل المعوقات أو الحد منها، وبما يهيئ لتطبيق معايير الجودة والاعتماد الأكاديمي بجامعة صعدة وكلياتها.

|b The study aims at identifying the constraints facing the application of the Comprehensive Quality Criteria at Sa'adah University. It identifies the levels of constraints in the physical, financial and administrative fields, in addition to constraints relating to the members of staff. It also measures the impact of the two variables of sex and qualifications as viewed by the specimen's targets. The study uses the descriptive approach, while applying the "Questionnaire" as an instrument that was distributed on a selected specimen comprising 54 members representing the complete teaching staff of the colleges at Sa'adah University. Data have been analyzed using the SPSS statistical program. Results showed that the general aggregate average for the total study's fields reached 4.11, representing a high constraint. On the Fields level, the Physical Constraints got an aggregate average of 4.53 followed by the Financial Constraints with an average of 4.50. In the third rank came the Administrative and Regulations Constraints with an average of 3.82. Finally came the Teaching Staff Constraint with an average of 3.62, both with a grade of "Large." Results also reflected the presence of differences at α=0.05. It is attributed to the Sex Variable in the Administrative and Regulations Field in favor of the males. While in Qualifications Field as a whole, and the Administrative and Regulations and Teaching Staff Fields, the result came in favor of those with Ph.D and M.A. No other differences were recorded in the remaining Fields. The study has come up with a number of recommendations and suggestions to overcome the constraints, or mitigate them, as away to pave the way for the application of the Comprehensive Quality Criteria at Sa'adah University and its colleges.
