المستخلص: تزداد أهمية قابلية وصول فئة ذوى الاحتياجات الخاصة لمواقع الهواتف الذكية، نتيجة التطور المتسارع لأجهزة الهواتف الذكية وقيام المستفيدين بتصفح مواقع الويب من خلالها؛ لذا سعت الدراسة إلى تقييم الوضع الراهن لمواقع الجامعات السعودية المطورة للهواتف الذكية من حيث تطبيقها لمعايير قابلية الوصول لذوي الاحتياجات الخاصة، حيث تم استخدام المنهج الوصفي التحليلي لتقييم مدى التزام مواقع الجامعات بتلك المعايير، واستخدمت الباحثة قائمة المراجعة كأداة لجمع البيانات استندت في تصميمها إلى إرشادات قابلية الوصول لمحتوى الويب 2.0، وخلصت الدراسة إلى أن مواقع الجامعات السعودية للهواتف الذكية لا تحقق الفائدة الكاملة لذوي الاحتياجات الخاصة من استخدامها لأن نسبة التزامها بمعايير قابلية الوصول لم يتجاوز 47%، واتضح أن فئة ذوي الإعاقة البصرية أكثر الفئات غير القادرة على استخدام مواقع تلك الجامعات، ووجد ارتفاع نسب مواقع الجامعات السعودية التي لم تلتزم بالمقاييس المعيارية لأحجام صفحات الويب المصممة للهواتف الذكية إلى 100% وذلك يعيق تحميل تلك المواقع على أجهزة الهواتف الذكية بشكل جيد، وأوصت الدراسة بضرورة الاهتمام بتطبيق معايير قابلية الوصول في مواقع الجامعات السعودية للهواتف الذكية، كما أوصت بعمل اختبارات للمواقع بواسطة التقنيات المساعدة المستخدمة من قبل ذوي الاحتياجات الخاصة والعمل على إصلاح الأجزاء غير المدعومة من قبلها، وأيضا تقييم المواقع من قبل مطوري المواقع باستخدام الأدوات الآلية لقابلية الوصول وتصحيح الأخطاء الناتجة عن عملية التقييم.

For people with disability, the importance of accessibility for smartphones is increasing as a result of the rapid development of smartphone devices through which beneficiaries can browse the internet. All this has led the organizations to develop websites appropriate to the smartphones. Many manufacturers of smartphones have enabled the characteristics of assistive technology, which contributed to the increase in the use of those devices by people with disability. They use those devices to perform activities, communicate, and browse websites. Obviously, this study is to assess the status of the smartphones websites of Saudi universities whether it applies the criterion of accessibility for people with disability, and spread the culture of interest to the standards of accessibility at the initial stages by developers of Saudi university websites. In fact, the descriptive, analytical method was applied to assess the extent to which university websites adhered to those standards. In addition, the researcher used the checklist as a tool for data collection, which was based in their design to web content accessibility guidelines 2.0, and some of those criteria were measured manually and others automatically. The study showed that Saudi university websites for smartphones do not achieve a complete benefit for people with disability since this commitment to accessibility standard ratio do not go beyond 47%, and it appeared that the visually impaired category is the most unable one to use websites of these universities due to the lack of adherence to standards that support screen readers and BRAILLE interpreters. Moreover, it has been found that a 100% of Saudi university websites do not comply with the standards of web pages and sizes designed for smartphones. This, for sure, hinders downloading these sites on smartphones in an adequate way. Yet research proves it, that the University of Imam Mohammad Bin Saud is the only university most likely to achieve standards of accessibility among all other Saudi universities. The study recommended more attention to apply accessibility standards for smartphones websites. Also, conduct meetings by university sites developers with disabled people to talk about the difficulties they encounter while surfing universities' websites. Added to that, the study recommended testing the websites through an assistive technology used by people with disability while fixing parts, which it does not support. And the study recommended the evaluation of the websites by developers using automated tools for accessibility and correction resulting from the evaluation process errors.
