|b The purpose of this Article is to analyze the possibility of the transposition of the concept of productive system localized (SPL) to cases of agglomerations of SMES (ou SMB) observed in large Kabylia. In an empirical approach, focusing on the case of two agglomerations; One specialized in agri-food and the other in clothing, it is shown that the transposition is very difficult in the current state of things. One wonders on the causes of this difficulty. It highlights the role of two critical constraints: the institutions and the local culture, as well as the strategies of entrepreneurs for the bypass.

|d L’objet du présent article est d’analyser l’opportunité de la transposition de la notion de Système productif localisé (SPL) aux cas des agglomérations de PME observées en Grande Kabylie. Dans une approche empirique, portant sur le cas de deux agglomérations ; l’une spécialisée en agroalimentaire et l’autre en confection de vêtements, on montre que la transposition est très difficile dans l’état actuel des choses. On s’interroge alors sur les causes de cette difficulté. On met en évidence le rôle de deux contraintes essentielles : les instituions et la culture locale, ainsi que les stratégies des entrepreneurs pour les contourner.
