|a يهدف البحث للتعرف إلى التخطيط الاستراتيجي المبني على النتائج ودوره في تطوير السياسات العامة تجاه الاستقرار المالي في جامعة القدس، وقد استخدمت الباحثة المنهج الوصفي التحليلي لهذا الغرض، والمقابلة عبر أسئلة الاستبانة كأداة رئيسة لجمع البيانات، تقرير الخطة التنفيذية لما تم إنجازه من خطة جامعة القدس للاستقرار المالي خلال الفترة من عام 2015 إلى 2017 م كأداة مساعدة لجمع البيانات، كما تم استخدام برنامج التحليل الإحصائي (spss) كرزمة إحصائية لإدخال ومعالجة البيانات واختبار الفرضيات. وتوصلت نتائج البحث إلى أنه يوجد علاقة ذو دلالة إحصائية بين التخطيط الاستراتيجي المبني على النتائج وتطوير السياسات العامة تجاه الاستقرار المالي في جامعة القدس، بالإضافة إلى عدم وجود فروق ذات دلالة إحصائية عند مستوى دلالة (0.05 ≥ α) بين متوسطات استجابات المبحوثين حول التخطيط الاستراتيجي المبني على النتائج ودوره في تطوير السياسات العامة تجاه الاستقرار المالي في جامعة القدس تعزى للبيانات الشخصية، كما أوصى البحث على العمل الدائم على تعزيز الفهم والإدراك لدى كافة العاملين في الجامعة لمفهوم التخطيط الاستراتيجي المبني على النتائج لتحقيق أهداف الجامعة ونجاح خطة الاستقرار المالي. والعمل على تعديل الجامعة رسالتها بما يتلاءم مع بيئتها الداخلية والخارجية المحيطة، بحيث يتم مراعاة التجارب والنتائج المحققة سابقا في الخطة التنفيذية من جانب والظروف الحالية عند وضع الخطة الاستراتيجية من جانب.

|b The research aims to identify the results-based strategic planning and its role in the development of public policies towards financial stability at Al- Quds University. The researcher used the analytical descriptive method for this purpose and the questionnaire as a main tool for data collection since (2015 to 2017). the community of the study included 34; only 26 were obtained. The researcher used the comprehensive inventory method for data collection, and used the statistical analysis program (SPSS) as a statistical package for data processing and hypothesis testing. The research results showed that there is a statistically significant role for results-based strategic planning in the development of public policies towards financial stability at Al-Quds University, also it found that there were no statistically significant differences at the level of (α≤0.05) between the averages of the respondents' responses to strategic results-based planning and its role in the development of public policies towards financial stability at Al- Quds University which attributed to personal data. The research recommended continuous work to enhance understanding among all employees of the University of the concept of results-based strategic planning to achieve the University's objectives and the success of the Financial Stability Plan. The research recommended working on modifying the university's mission in accordance with its internal and external environment, taking advantage of the experiences and results achieved previously in the executive plan, and the current circumstances in developing the strategic plan. It also recommended continuous research and continuous study to develop alternative plans that may appear with financial crises within the university policies of financial stability.
