المستخلص: نظراً لما تعانيه معظم مؤسسات المعلومات من افتقارها لمنهج إدارة سليم ومدروس، فقد تطلب الأمر من الباحثة أن تسلط الضوء على أهمية تطبيق منهج الإدارة على المكشوف في مساعدة الإدارة العليا، وتكمن أهمية الدراسة لندرة موضوعها داخل حقل المكتبات والمعلومات عموماً، كما تكمن الأهمية في فهم الأثر الإيجابي لتطبيق منهج الإدارة على المكشوف كونه يحقق التكامل ما بين الجهاز الإداري والتنفيذي في مكتبة الملك فهد الوطنية، بشكل خاص وذلك عن طريق أسلوب وأداة الدراسة بعمل استبيان هذا، وقد حكمت الاستبانة من قبل نخبة من المتخصصين في الإدارة وتخصص المكتبات والمعلومات وقد أجازوه، وجمعت بيانات هذه الدراسة باستخدام الأدوات التالية: البيانات المكتبية، والبيانات الميدانية والبيانات الأولية، وتتلخص مشكلة الدراسة بتساؤل عن مدى كفاءة النظم المستخدمة حالياً في مكتبة الملك فهد الوطنية لتطوير أداء العاملين، وإلى أي مدى يمكن أن يساهم تطبيق منهجية الإدارة على المكشوف في تحسين وجودة الأداء؟ وتهدف الدراسة بشكل عام إلى فهم الدور الذي يمكن أن تؤديه الإدارة على المكشوف، ومعرفة متطلبات تطبيقها، والرؤية في تطبيق هذا المنهج من عدم تطبيقه في مكتبة الملك فهد الوطنية. وتقدم الإجابة عن التساؤلات والفرضيات مثل ما المقصود بمنهج الإدارة على المكشوف؟ ما هي أهم فوائد تطبيق أسلوب الإدارة على المكشوف؟ ما مدى كفاءة النظم الحالية المستخدمة في مكتبة الملك فهد الوطنية؟ اعتمدت الدراسة المنهج الوصفي التحليلي المعتمد على جمع البيانات والحقائق وتصنيفها وذلك تطبيقاً على مجتمع الدراسة وهو العاملون في مكتبة الملك فهد الوطنية.

Due to the lack of a sound and thoughtful management approach for most information organizations, the researcher has been required to highlight the importance of the open-book management approach in assisting senior management. The importance of the study lies in the scarcity of its subject within the field of libraries and information in general. The importance also lies in understanding the positive impact of the application of the open-book management approach as it achieves integration between the administrative and executive machinery of the King Fahd National Library in particular. The study used the questionnaire tool, which was subject to arbitration by a group of specialists in management and specialization of libraries and information, and they approved it. Data for this study were collected using the following tools: office data, field data, and raw data. The study problem is represented by the questions of how efficient are the systems currently used at the King Fahd National Library to develop the performance of employees, and to what extent can the application of the open-book management methodology contribute to the improvement and quality of performance? In general, the study aims to understand the role that the open-book management method can play, understand the requirements for its application, and the vision in applying this approach as it has not been applied in King Fahd National Library. The answer is given to questions and hypotheses such as what is meant by the open-book management approach? What are the most important benefits of its application? How efficient are the current systems used in the King Fahd National Library? The study adopted the descriptive analytical-approach based on data and facts collection and categorization by applying to the study community represented by the King Fahd National Library staff.
