المستخلص: The issue of caring for the child in general is a fundamental principle and an established fact in most of the policies that countries draw, especially developed ones, due to the linkage of childcare with all societal issues, whether educational, social, economic, or environmental issues. Therefore, childhood represents one of the most important stages of life in the individual's life, and the issue of migration in general is considered one of the old phenomena in different societies. This has recently emerged a new problem in Egyptian society, which is the illegal migration of unaccompanied children migrant, and this is a new development, as the issue of illegal immigration is the most serious social issue, Which still haunts the international community, and it is a very sensitive problem because it affects all segments of the international community, and the various organizations, including governmental and civil, can contribute to dealing with this problem by focusing on building an effective network to confront this phenomenon, so the study aimed to identify the most important organizational requirements And professional skills, the most important means and the most important professional tools needed for governmental and civil organizations to build effective networks to confront this phenomenon The illegal migration of unaccompanied children, identifying the most important obstacles and identifying a proposal to build an effective network to confront this phenomenon and try to come up with a number of proposals and recommendations that help governmental and civil organizations in building these networks to confront this phenomenon, and the study has reached an answer to all its questions.

تشكل قضية الاهتمام بالطفل بشكل عام مبدأ أساسيا وحقيقة راسخة في معظم السياسات التي ترسمها الدول وبخاصة المتقدمة منها، وذلك لارتباط رعاية الطفولة بالقضايا المجتمعية كافة سواء كانت قضايا تربوية أم قضايا اجتماعية أم قضايا اقتصادية أم قضايا بيئية، لذلك تمثل الطفولة مرحلة من أهم المراحل العمرية في حياة الفرد، وتعتبر قضية الهجرة بصفة عامة ظاهرة من الظواهر القديمة بالمجتمعات المختلفة، هذا وقد ظهر في الآونة الأخيرة مشكلة جديدة في المجتمع المصري وهي الهجرة غير الشرعية للأطفال غير المصحوبين Unaccompanied Children Migrant وهذا تطور جديد، حيث تشكل قضية الهجرة غير الشرعية أخطر القضايا الاجتماعية، التي لا تزال تؤرق المجتمع الدولي، وهي مشكلة شديدة الحساسية لكونها تمس جميع شرائح المجتمع الدولي، وتعتبر المنظمات المختلفة منها الحوكمية والأهلية يمكن أن يساهم في التعامل مع تلك المشكلة من خلال التركيز على بناء شبكة فعالة لمواجهة هذه الظاهرة، لذلك استهدفت الدراسة تحديد أهم المتطلبات التنظيمية والمهارات المهنية وأهم الوسائل وأهم الأدوات المهنية اللازمة للمنظمات الحكومية والأهلية لبناء شبكات فعالة لمواجهة ظاهرة الهجرة غير الشرعية للأطفال غير المصحوبين، وتحديد أهم المعوقات مع تحديد مقترح لبناء شبكة فعالة لمواجهة تلك الظاهرة ومحاولة التوصل إلى عدد من المقترحات والتوصيات التي تساعد المنظمات الحكومية والأهلية في بناء تلك الشبكات لمواجهة تلك الظاهرة، وقد توصلت الدراسة إلى الإجابة على كافة تساؤلاتها.
