المستخلص: The study aimed to analyze the dimensions of the National Strategy for the Protection, Rehabilitation and Empowerment of Persons with Disabilities during the analysis periods, in addition to analyzing the dimensions of the social protection system for persons with disabilities during the analysis periods, leading to proposed mechanisms to activate the National Strategy for the Protection, Rehabilitation and Empowerment of Persons with Disabilities to build a social protection system for people with disabilities. This study is considered one of the evaluation studies, and the study relied on the scientific method using the case study approach, and the study tool was represented in the guide for analyzing the content of the National Strategy for the Protection, Rehabilitation and Empowerment of Persons with Disabilities in Egypt from 2016-2019. And the results of the study concluded that there are statistically significant differences between the dimensions of the national strategy for the protection, rehabilitation and empowerment of persons with disabilities during its analysis stages, as well as the existence of statistically significant differences between the dimensions of the social protection system for persons with disabilities during the stages of its analysis.

استهدفت الدراسة تحليل أبعاد الاستراتيجية القومية لحماية وتأهيل وتمكين الأشخاص ذوي الإعاقة خلال فترات التحليل، بالإضافة إلى تحليل أبعاد منظومة الحماية الاجتماعية للأشخاص ذوي الإعاقة خلال فترات التحليل، وصولاً إلى آليات مقترحة لتفعيل الاستراتيجية القومية لحماية وتأهيل وتمكين الأشخاص ذوي الإعاقة لبناء منظومة الحماية الاجتماعية لذوي الإعاقة، وتعد هذه الدراسة من الدراسات التقويمية، واعتمدت الدراسة على المنهج العلمي باستخدام منهج دراسة الحالة، وتمثلت أداة الدراسة في دليل تحليل مضمون الاستراتيجية القومية لحماية وتأهيل وتمكين الأشخاص ذوي الإعاقة في مصر في الفترة من 2016- 2019م، وتوصلت نتائج الدراسة إلى وجود فروق جوهرية دالة إحصائياً بين أبعاد الاستراتيجية القومية لحماية وتأهيل وتمكين الأشخاص ذوي الإعاقة خلال مراحل تحليلها وكذلك وجود فروق جوهرية دالة إحصائياً بين أبعاد منظومة الحماية الاجتماعية للأشخاص ذوي الإعاقة خلال مراحل تحليلها.
