يشهد العالم اليوم متغيرات عديدة على المستوى المحلي والإقليمي وأخرى على المستوى العالمي مما يستوجب توفير نظاما تعليميا قادرا على الإسهام في مواجهة هذه المتغيرات وما يواكبها من تحديات، ومن مظاهر تلك التحديات استنساخ أنظمة وبرامج تعليمية من بعض الدول الأجنبية دون وعي بمدى ملائمتها لطبيعة المجتمع المصري كذلك التطبيق القاصر لتكنولوجيا المعلومات، وضعف الصلة بين التعليم ومخرجاته. وقد كانت وسيلة معظم التربويين لتحقيق تلك المخرجات وتطويرها وربطها بمتطلبات سوق العمل، في ضوء رصد الواقع وطموحات المستقبل – المنهج الدراسي- بما يتضمنه من معلومات، ومعارف، ومهارات، واتجاهات وقيم تتفق وخصائص المتعلمين من ناحية، وطموحات وأهداف المجتمع من ناحية أخرى، متسلحين بفلسفة تربوية مرنة قادرة على التصدي لتلك التحديات؛ ومن هنا كانت عملية تحديث وتطوير المنهج الدراسي حاجة ملحة، تمليها المسؤولية الأخلاقية والمصلحة الوطنية، لأنها تستهدف صالح أغلى ما يملكه المجتمع، وهو متعلم اليوم والغد. وإيمانا بأهمية ودور المنهج في إعداد الطلاب بالمراحل الدراسية المختلفة بشكل عام، وطلاب مدارس التعليم الفني بشخص خاص، ودوره في تحسين مخرجاتها فقد أصدر مركز خدمات المناهج بكندا services in Canada curriculum مجموعة من الوثائق التي أكدت جميعها على أهمية مواكبة المناهج الدراسية لتطلعات وتغيرات المستقبل، وملاحقة تطوراته المذهلة في شتى مجالات العلم، كما أكدت على أهمية رصد وتحليل الواقع بما يتضمنه من نجاحات وإخفاقات ومدى تأثيرها في وضع ملامح للمستقبل، وعلى حتمية عمليات التطوير والتحديث الفعلي للمناهج وربطها بمتطلبات سوق العمل. وقد كانت هناك في الفترة الأخيرة محاولات عديدة من قبل وزارة التربية والتعليم والتعليم الفني بمصر لتطوير مناهج وبرامج إعداد العامل الفني بمدارس التعليم الفني وفق الجدارات الحرفية، إلا أن تلك المحاولات تفتقد للكثير من الأسس والقواعد التربوية التي يجب أن تتبع في تطوير المناهج الدراسية، نظرا لتضارب المفاهيم والرؤى حول ماهية المناهج القائمة على الجدارات الحرفية، وهو ما ستحاول ورقة العمل أن تعرضه بشكل علمي، ووفقا لوجهة نظر الباحث الشخصية.
