520 |a تتناول هذه الدراسة الأهمية الاستراتيجية للبحر الأحمر التي جلبت الأطمــاع للمنطقــة في المــاضي والحــاضر، كمــا أن اختلال التوازن في منطقة البحر الأحمر والفقر والتدهور الاقتصادي والحروبات ونزاعات الحدود وعدم الاستقرار السياسي في الكثير من الدول المشاطئة للبحر الأحمر والسعي لإقامة تحالفات مع أطراف خارجية شكل اختلال في التوازن في المنطقة وتسبب في إحداث صراعات إقليمية وداخلية والتي أصبحت مدخل وباب من أبواب الهيمنة الأجنبية ومبررات للتدخل العسكري الخارجي والتنافس الدولي والإقليمي، وذلك لتحقيق أهداف تتعلق بأجندة عسكرية وسياسية واستراتيجية واقتصادية وغيره في هذه المنطقة لصالح هذه الدول. تهدف هذه الدراسة إلى النظر إلى ما آلت إليه دول حوض البحر الأحمر من استمرار التنافس الإقليمي والدولي المحموم في البحر الأحمر والقرن الأفريقي مهدد أساسي لمستقبل أمن البحر الأحمر ودوله. خلصت الدراسة إلى بعض النتائج منها: أن التنافس الإقليمي والدولي في البحر الأحمر وصل إلى درجة عالية من التعقيد والتداخل ما بين العلاقات والمصالح الإقليمية والدولية المتداخلة في البحر الأحمر. من النتائج أيضا أنه خلال الفترة المقبلة لن تكون الأوضاع السياسية والأمنية مستقرة وهادئة بمنطقة دول حوض البحر الأحمر ويعود ذلك لحدة التداخل الدولي والمشاكل التي تحيط بالمنطقة ولرغبة الدول العظمى في أن توسع نفوذها في منطقة البحر الأحمر والقرن الأفريقي بشكل عام. توصي الدراسة بالتوصيات الآتية: 1. جعل الأهمية الاستراتيجية للبحر الأحمر مصدر قوة لدول حوض البحر الأحمر من خلال العمل المشترك بين الدول المتشاطئة والتركيز في المصالح والمنافع المتبادلة في المنطقة. 2. المحافظة على أهداف التحالف بين الدول المتشاطئة الموقع أخيرا وقطع الطرق أمام أي تحالفات خارجية يمكن أن تؤثر سلبا في تحقيق الأهداف. 3. عمل منظمة للدول المتشاطئة يكون لها هيكلة وأمانة عامة وأمانات متخصصة ينشأ من ضمنها مجلس يسمى مجلس سلم وأمن البحر الأحمر ودوله يناط به الحفاظ على أمن واستقرار المنطقة. استخدمت الدراسة المنهج التحليلي الوصفي المقارن والمنهج التاريخي في الكتابة وجمع المعلومات من المصادر والكتب والمراجع والمجلات العلمية، كما تحدثت عن موضوع الدراسة في الفترة الزمنية على مختلف العصور. 
520 |b This study reveals the strategically importance of the red sea, which provides the cupidity to the region, also the imbalance, poverty, economic deterioration, wars, border conflict, and the absence of the political stability in most of countries ashore the red sea beside the strive to form alliances with a foreign parties forms an imbalance situation in the region and caused an internal and regional conflicts which became an entry gate for foreign domination of the foreign military interfere and the global and regional competition to achieve agenda related to military, political, strategically, and economical issues in this region for the benefits of this countries. The study aims to examine the approach of the red sea ashore states to the countries hectic global and regional competition in the red sea and African horn region as a real impended for future secure of the red sea and it ashore states. The study concluded to some important results such as: 1\ The global and regional competition in the red sea region reached a highest level of competition due to the interaction of the bilateral relations and the interrelated global and regional interests in the red sea. 2\ The study concluded also to the fact that during the coming period the security and political situation within the region will not be stable or abatable, this refers to the global critical interfere, the problems which characterizing the region, and also the desire of greatest states to extend its power in the red sea specifically and in the Africa horn in general. The study recommend the followings: 1\ Making the strategically importance of the red sea as a source of solidarity and powerful for the red sea ashore states through the joint efforts towards the interacted benefits and common interests. 2\ To preserve the objectives of the alliance of the red sea ashore states that signed recently to cut short any alien alliance that might negatively influence the achievement of this objectives. 3\ Form an organization for the ashore states having its own structure, secretary general, and specialized secretaries within which emerged a council for peace and security of the red sea region to shoulder the responsibility of peace security keeping and the region stability. The study followed the analytical, descriptive, comparable, and historical methodology. Data collection and writing from resources books, references and scientific magazines also the study tackle the issue through different ancient periods until the present time.
