وقد تناولت فيه حكم التبرع بالدم، والآثار الفقهية المترتبة عليه، وخلصت إلى النتائج الآتية: - أن نقل الدم لا تأثير له في نشر الحرمة، ولا تثبت له أحكام الرضاع، ولا بنقض الوضوء وإن كان يستحب له الوضوء عملا بالأحواط وخروجا من الخلاف. - التبرع يفقد الإنسان كمية كبيرة من الدم بخلاف الحجامة، فمن الأحواط أن يؤجل المتبرع التبرع إلى بعد غروب الشمس. - ترد عقود التبرعات على الدم في الفقه الإسلامي، في حدود ما يحقق مصلحة ويدرا مفسده، ولا يمنع في عقد الهبة وجود المقابل، وإن كان لا يعد ثمينا؛ لأن أعضاء الإنسان لا يجوز بيعها لأنها ليست مملوكة له. - دم الإنسان لا يجوز بيعه؛ لأن الله تعالى حرمه وأكد على تحريمه، ولكن إذا لم يوجد من يتبرع إلا بعوض، فإنه إعمالا لقاعدة: "الضرورات تبيح المحظرات"، يباح دفع العوض، ويكون الإثم على الآخذ، لكن يمكن أن يكرم المعطي للدم من الطعام والشراب ما يعوضه عما يعوضه عما فقده جسمه. - وكان من أهم التوصيات: نشر ثقافة التعاون والإيثار بين الناس، وبيان أهمية التبرع بالدم وأجره عند الله عظيم، وكذلك التوسع في إنشاء بنوك لحفظ الدم، تحسبا لوجود حالات اضطرارية مفاجئة، وقصر الفتوى على المؤسسات الرسمية المعتمدة في كل بلد منعا للتضارب والتناقض.
