إن الإنسانية تختزن تجارب إدارية عديدة تكون بمجموعها التراث الإداري الحالي، إلا أن لكل مجتمع من المجتمعات الدولية التي قامت عبر الأزمان تجربته الخاصة وظروفه وإمكانياته التي فرضت عليه، أو هيأت له إدارته الخاصة، وأساليبه الإدارية المتميزة، ومن هذه المجتمعات والأمم أمتنا الإسلامية التي تبين من خلال عصر النبوة والخلافة الراشدة أصالة التجربة الإدارية، ومرونة الأساليب والنظم التي طبقت في أقاليمها وولاياتها، وتكيفها مع طبيعة الأقوام، والظروف السياسية، والمدنية، وبالنظر لصعوبة سرد جميع الوقائع والأحداث التي تصور لنا الممارسات والتطبيقات الإدارية الفريدة من نوعها، أو تلك التي تعكس بجلاء روح المبادأة والإبداع لدى من تولى القيادة في تلك العهود، وأسس تعامل الرعاة مع الرعية، وسياستهم على الوجه الأكمل والأمثل، لذا حاول الباحث من خلال هذا المنطلق أن يقوم بتوضيح بعض النماذج التطبيقية للسلوك الإداري الإسلامي المتطور المنضبط بضوابط الشريعة الإسلامية، والذي بالتالي يمكن الإداريين في من السير على خطاهم ومنهجهم في كل زمان ومكان ليتمكنوا من خلاله تحقيق النجاح في قيادتهم وإدارتهم.
It is the most important findings and recommendations of this research: 1. One of the conditions for the success of the administrative leader is the possession of the administrative intellectual queen that enables him to accomplish his work as required in order to achieve the desired results. 2. The administrative leader can not succeed unless he has a highly competent, aware, organized and obedient management, and an appreciation of their responsibility. 3. The administrative systems followed in the Prophet's era and in the era of the Caliphs show us the great success achieved by both at the level of individuals or the state, so it must be an example to follow. 4. The extent to which the Islamic Ummah needs skilled leaders in the field of planning and management as it is a real ingredient of state building and success. 5. The keenness to build the state and its facilities and honesty in the performance of work and duties is a given to be provided in the leaders and under their command of employees and workers, otherwise there can be no role for construction and development. 6. Developing the administrative skills of the employees in the state institutions and spreading the spirit of honesty and love of work and carrying out the duties entrusted to them to the fullest as they are necessary for successful work. 7. Administrative policy is an art that must be enjoyed by those who take the lead and therefore must work to develop it and develop it so that it can lead those under his command and guide them properly. 8. The political approach adopted by the Caliphs in the administration of the State is an extension of the method of prophecy derived from the revelation of the Koran and the Sunnah.
