المستخلص: Sports incidents inside the playing pitch or outside it has become an obstacle of enjoyment and progress of sports sector. Even though, many legislative attempts on both international and national levels to counter and attempts to tackle such incidents, there are still continuous regular increase of occurrences of such negative incidents This study deals firstly with organizer of the sporting event liability his obligation towards safety and security, laying out the club’s obligations and the resulting consequences. It also examines thoroughly the club’s liability as a participant in the sporting event and organizer’s breach of such obligations in this situation as well. And from these aforementioned situations an in depth analysis of the club’s civil liability of its supporters, administrative staff and players In conclusion the in depth examination of this study established that sports legislations focused on criminal and disciplinary liability of clubs which, have been covered widely from all aspects. However, the Civil Liability perspective have been severely neglected. As civil general rles of liability, do not suit the special nature of sports. Therefore, it is essential that the subject-matter requires special rules of liability to insure a fair compensation for all injured parties of the damages they suffered.

إن الحوادث المرتبطة بالرياضة سواء داخل حدود الملعب أو خارجه أصبحت عائقا أمام تقدم وتطور الرياضة. وعلى الرغم من المحاولات التشريعية على الصعيدين الوطني والدولي للحد من هذه الحوادث إلا أنها تزداد يوما بعد يوم. حيث تطرقت هذه الدراسة أولا إلى الطبيعة القانونية لالتزام منظم الحدث الرياضي بالأمن والسلامة. بعد ذلك تم التطرق إلى جزاء الإخلال بهذا الالتزام. وقد تفرع عن هاتين الحالتين الرئيسيتين معالجة المسؤولية المدنية للأندية الرياضية عن فعل جماهيرها، وفعل إدارييها ولاعبيها. وخلصت هذه الدراسة إلى أن التشريعات الرياضية كان جل تركيزها يتمحور حول المسؤولية التأديبية والجزائية للأندية الرياضية، وتم إغفال تنظيم المسؤولية المدنية. حيث أن الرجوع في هذه المسائل للقواعد العامة في المسؤولية المدنية لا يتلاءم مع خصوصية الرياضة. لذا فإنه من الضروري تنظيم هذه المسألة تنظيما خاصا بما يكفل تعويض كل متضرر عن الأضرار التي قد تحدث له.
