المستخلص: On 7 October 2020, a royal decree was issued to entrust Dr Bishr Al- Khasawna with forming a new government in the Hashemite Kingdom of Jordan, to succeed that of Dr Omar Al-Razzaz. Al-Khasawna’s appointment comes as a constitutional step upon Al- Razzaz’s cabinet’s resignation on 3 November 2020, a week after a royal decree of dissolving the Parliament whose term came to an end. Al-Khasawna is the twelfth figure to become a PM and his is the nineteenth government under King Abdullah II. It is found that the COVID 19 crisis dominated the new Letter of Designation, in which it was described as an extraordinary situation unprecedented for decades. Therefore, health was the major aspect and the main function of the letter, in addition to relevant economic concerns. It is concluded that, due to the exceptional conditions, the decree contained unique actions, which often accompanies governments forged for exceptional circumstances. On the other hand, the economic file was supposed to balance between firm procedures aimed at countering the spread of the virus and maintaining different sectors. The letter also elaborated on directing the cabinet to revive such fields. Although the new government was formed in the general election atmosphere, the letter never mentioned the political aspect. For the first time in the monarch’s reign, the government designation did not refer to politics, in terms of reform, development, action, process improvement or laws, or even partisan experience, parliamentary government or life.
