هدفت هذه الورقة إلى استخدام وتوظيف الموارد كسياسة مطلوبة، لتحقيق التنمية في السودان خاصة في ظل تناقص الإمكانات المالية التي كانت تتدفق على البلاد نتيجة إنتاج وتصدير البترول، بعد انفصال جنوب السودان. وتأتي أهمية هذه الورقة في أن ما يزخر به السودان من موارد تمكنه من تصميم برامج إنمائية تعبر عن تطلعات مجتمعه إذا ما تم استخدامها وتوظيفها وانتهاج سياسة اقتصادية كلية تخلق التوازن بالنسبة لقطاعات الاقتصاد. والاستفادة من موقع السودان المميز الذي يمكنه من التعاون مع المجتمع الدولي عبر منظماته وواجهاته الاقتصادية بغية إحداث التنمية المرجوة. وتكمن مشكلة الدراسة في عدم إدراك إمكانات البلاد وعدم القدرة على إدراك مفاهيم استخدامها وتوظيفها اقتصادياً. اتبعت الورقة المنهج التأريخي والمنهج التحليلي الوصفي وذلك لما يوفره من وصف وتنظيم للبيانات. وتوصلت الدراسة لعدة نتائج أهمها، إن التنمية تحدث نتيجة لزيادة حقيقية في الناتج القومي، وبالتالي القدرة على تلبية تطلعات المجتمع بتحقيق العدالة الاجتماعية من خلال التنمية المتوازنة. كما توصي الدراسة باتباع منهج للإصلاح الاقتصادي بصورة مستمرة وإمكانية الاستفادة من إمكانات الدولة عبر إقرار سياسة اقتصادية متوازنة.
This paper aimed to use and employ resources as a required policy, to achieve development in Sudan, particularly in light of the declining financial capabilities that were flowing to the country as a result of oil production and export, after the secession of South Sudan. The importance of this paper comes in the fact that the resources which Sudan possessed that enables it to design development programs to express the aspirations of its society, if it is used and employed and adopted a macroeconomic policy that creates balance for the sectors of the economy. Besides taking advantage of the distinguished position of Sudan, this enables it to cooperate with the international community through its organizations and economic bodies in order to bring about the desired development. The problem of the study lies in the lack of awareness of the country’s capabilities and the inability to understand the concepts of its use and employment economically. The paper has used the historical and descriptive analytical method, as it provides a description and organization of data. The study reached several results, the most important of which are: development occurs as a result of a real increase in the national product, and therefore the ability to meet the aspirations of society to achieve social justice through balanced development. The study also recommends adopting an approach to economic reform on an ongoing basis and the possibility of benefiting from the state’s capabilities by adopting a balanced economic policy.
