|b The study aims to explore the reality of governance on charity societies by identifying the indicators of governance practice, the obstacles to their implementation, and how to activate their requirements. In order to find mechanisms that contribute to governing charity society, the study was applied to charities in Riyadh. A questionnaire was used as a data collection tool, with the sample being (43) employees of charities and (49) experts specialized in social work. The results show that there is a significant statistical difference between the view of the employees of the charities and the view of specialists on the indicators of governance implementation. The impediments to the implementation of governance are a lack of qualified staff, inactivity of the accountability system, a lack of clarity in organizational aspects, reliance on traditional business practices, and a lack of databases and information due to the use of paperwork. To activate governance, charities must achieve the requirements of internal democracy, have the ability to provide resources for the organization, have transparency and accountability, attain the requirements of human resources development by enabling employees to participate in decision-making, create training and development opportunities, build relationships with organizations in each Community, and benefit from information technology.

|a تهدف الدراسة لرصد واقع الحوكمة في الجمعيات الخيرية بتحديد مؤشرات ممارستها ومعوقات تطبيقها وكيف يمكن تفعيل متطلباتها، وذلك للوصول لآليات تساهم في تطبيق الحوكمة بالجمعيات، طبقت الدراسة على الجمعيات الخيرية بمدينة الرياض، واستخدم الاستبيان كأداة لجمع البيانات، بلغت العينة (٤٣) من العاملين بالجمعيات، و(٤٩) من الخبراء المتخصصين في العمل الاجتماعي. وأظهرت النتائج وجود فروق ذات دلالة إحصائية بين وجهة نظر العاملين بالجمعيات ووجهة نظر المتخصصين حول مؤشرات تطبيق الحوكمة، وأن معوقات تطبيق الحوكمة تتمثل في قلة عدد الموظفين المؤهلين، وعدم تفعيل نظام المساءلة، وعدم وضوح الجوانب التنظيمية، والاعتماد على الممارسات التقليدية بالعمل، وعدم وجود قواعد للبيانات والمعلومات، والاعتماد على التعاملات الورقية، وأنه لتفعيل الحوكمة لابد من تحقيق متطلبات الديموقراطية الداخلية، والقدرة على توفير موارد للجمعية، وتحقيق متطلبات الشفافية والمساءلة، وتحقيق متطلبات تنمية الموارد البشرية عن طريق تمكين العاملين من المشاركة في اتخاذ القرارات، وتهيئة فرص التدريب والتطوير، وبناء علاقات مع منظمات المجتمع والاستفادة من تقنية المعلومات.
