This research aims to design and build an Instructional program in the field of educational evaluation in line with the national standards for teacher quality in Egypt. It also strives to measure the extent of effectiveness of the program in developing the educational skills evaluation required for the teacher student of the fourth grade in the French Language Department at the education colleges, in order to assist the graduate of the French language of the Education college to upgrade his performance in the education process, particularly in the field evaluation. The researches follow the systems approach in their description and experimental study through applying one of the education designing models, in order to build the proposed program through its designing, execution and evaluation phases. The research results revealed existence of statistical differences between the average degrees of the temoin group and the experimental group with regards to the learning output and the educational evaluation skills in favor of the experimental students group. The study results were interpreted with regards to its questions and theoretical scope The research recommends necessity of preparation of the French language department teacher students in the area of education evaluation, and to upgrade their self-skills. This will be conducted with the participation of the teaching staff members specialized in the French language curriculum and teaching methods.
