المستخلص: استهدف البحث دور عناقيد التصنيع في زيادة قدرات وإمكانات المشروعات الصغيرة والمتوسطة وتفعيل دورها في تحقيق التنمية بدولة الكويت. وقد جاءت النتائج لتثبت أنه عند مستوى معنوية 0.05 وجود علاقة ارتباط وتأثير بين عناقيد التصنيع وترسيخ مفهوم الجودة لدى المشروعات الصغيرة والمتوسطة. كما اتضح وجود علاقة ارتباط وتأثير بين عناقيد التصنيع وتأصيل مفهوم التكامل مع المشروعات الكبيرة، ووجود علاقة ارتباط وتأثير بين عناقيد التصنيع وتطبيق مبدأ التخصص وتقسيم العمل، كما أوضحت النتائج وجود علاقة ارتباط وتأثير بين عناقيد التصنيع وتحقيق التعاون والعمل الجماعي بالمشروعات الصغيرة والمتوسطة، ووجود علاقة ارتبطا وتأثير بين عناقيد التصنيع ورفع قدرات ومهارات العمالة الحرفية، وكذلك أوضحت النتائج أنه عند مستوى معنوية 0.05 وجود علاقة ارتباط وتأثير بين عناقيد التصنيع وبين تفعيل قدرات وإمكانيات المشروعات الصغيرة والمتوسطة. وقد اقترحت الدراسة دعم التعليم الفني لتوفير مخرجات من العمالة الحرفية المؤهلة علمياً وعملياً، وتوفير التدريب الدوري المنتظم والمستمر، مع ضرورة الربط بين تلك المشروعات وبين المراكز البحثية والمعاهد والجامعات مع ضرورة الاهتمام بتحقيق التوافق البيئي، كما اقترحت الدراسة أيضاً الاهتمام بالكفاءات الإدارية لتلك المشروعات وتنمية قدراتها، فضلاً عن ضرورة توفير النظم الداعمة والقوانين والتشريعات المساندة لتلك المشروعات بدولة الكويت.

The research aimed at the role of manufacturing clusters in increasing the capabilities and capabilities of small and medium enterprises and activating their role in achieving development in the State of Kuwait. The results came to prove that at a level of significance of 0.05 there was a correlation and effect relationship between manufacturing clusters and the establishment of a quality concept for SMEs. It was also clear that there is a correlation and impact relationship between the clusters of industrialization and the origin of the concept of integration with large projects, and the existence of a correlation and impact between the clusters of industrialization and the application of the principle of specialization and division of labor, as the results showed a correlation and impact between the clusters of industrialization and the achievement of cooperation and teamwork with small and medium enterprises, and the existence of a correlation relationship And influence among the clusters of industrialization and raising the capabilities and skills of craft workers, as well as the results showed that at the level of significance 0.05 there is a correlation and impact between manufacturing clusters and the activation of capabilities and capabilities of small and medium enterprises. The study suggested supporting technical education to provide outputs of professionally qualified workers scientifically and practically, and providing regular and continuous periodic training, with the necessity of linking those projects with research centers, institutes and universities with the need to pay attention to achieving environmental compatibility, and the study also suggested paying attention to the administrative competencies of these projects and developing their capabilities In addition to the necessity of providing supporting systems, laws and legislations in support of these projects in the State of Kuwait.
