المستخلص: هدف البحث الحالي التعرف على التميز البحثي لجامعة أكسفورد وذلك لوضع إجراءات مقترحة لتطوير منظومة البحث العلمي بالجامعات المصرية لرفع ترتيبها على مستوى جامعات العالم. وإلقاء الضوء على معايير تصنيف الجامعات عالميا، والوضعية الراهنة للبحث العلمي بجامعات المصرية من خلال تحليل منظومة البحث العلمي وتحديد التحديات التي تواجه الجامعات وتحول دون التميز البحثي بها، والتوصل إلى إجراءات مقترحة لتطوير منظومة البحث العلمي بالجامعات المصرية، واستخدم البحث المنهج الوصفي التحليلي وكذلك أسلوب تحليل النظم، وتوصل البحث إلى نتائج مستقاه من التميز البحثي لجامعة أكسفورد، ونتائج مستقاه من الوضعية الراهنة للبحث العلمي في الجامعات المصرية وأهمها قلة الأبحاث التطبيقية التي تعالج مشاكل المجتمع، وعدم وجود قاعدة بينات للمشاريع البحثية محليا ودوليا، وضعف الصلة بين مؤسسات المجتمع في مجالات الزراعة، والصناعة والصحة، والبيئة، والتعليم. وفي ضوء تلك النتائج توصل البحث إلى تقديم بعض الإجراءات المقترحة لتفعيل التميز البحثي بالجامعات المصرية لتنفيذ رؤية مصر 2030 بوجود عشرة جامعات على الأقل في مؤشر أفضل 500 جامعة في العالم، ومن أفضل 20 مؤسسة تعليم عالي في الأبحاث العلمية المنشورة في الدوريات المعترف بها عالميا.

The aim of the current research is to identify the research excellence of the University of Oxford in order to develop proposed measures to develop the system of scientific research in Egyptian universities to raise their ranking at the level of world universities. And shed light on the criteria for the classification of universities globally, and the current status of scientific research in Egyptian universities by analyzing the scientific research system, identifying the challenges facing universities and preventing research excellence in them, and coming up with proposed measures to develop the scientific research system in Egyptian universities, and the research used the descriptive and analytical method as well as the method of analysis Systems, and the research reached conclusions drawn from the research excellence of the University of Oxford, and results derived from the current state of scientific research in Egyptian universities, the most important of which is the lack of applied research that deals with community problems, the absence of a evidence base for research projects locally and internationally, and the weak link between community institutions in the fields of agriculture, Industry, health, environment, and education. In light of these results, the research reached to present some suggested measures to activate research excellence in Egyptian universities to implement Egypt Vision 2030, with at least ten universities in the index of the best 500 universities in the world, It is among the top 20 higher education institutions in scientific research published in internationally recognized journals.
