المستخلص: تعتبر نظريات النخبة السياسية دلالة واضحة وجلية، على شيء يتميز بالتفوق، ويؤكد أحد الآراء أن اعتبار التفوق الفكرة الأساسية في نظريات النخبة، تجعل منها نظريات لا تتفق مع فكرة المساواة ويجعل النخبة مختلفة عن الجمهور الذي يحكمه ميله الواضح للمساواة، طالما أن وجوده قائم على فكرة التضامن ومستند إليها. وإذا كانت النخبة لا تتناسب مع المساواة، فذلك يرجع في اعتقاد (فيلفريدو باريتو)، إلى أن النخبة تقوم على عدم التكافؤ في القدرات الفردية في كل مجالات الحياة الاجتماعية، أما (توم بوتومور) فيرى أن إلحاح نظريات النخبة على عدم تكافؤ المعطيات والمواهب الفردية، يعارض خطا بارزا من خطوط الفكر السياسي يميل إلى القول ضمنا بتساوي الأفراد، فالأمر وفقا لنظريات النخبة أمر نوعية وليس أمر عدد. ولا شك أن النوعية والعدد لا يتعارضان، بل يتكاملان؛ لأنهما يمثلان مظهرين لموضوع واحد، ولكن العدد من منظور النخبة يشكل عنصر إسناد بالنسبة للنوعية، فبقدر ما يكون عدد الأفراد كبيرا ستكون إمكانية العثور على متفوقين كبيرة دون أن يعني ذلك وجود علاقة حتمية بين العدد والنوعية. وتأتي أهمية هذه النظرية من بين النظريات السياسية من خلال التعرف على علاقة النخبة بالقوة السياسية وكيفية تنافس هذه المجاميع من النخب على الاستيلاء على مفاصل القوة السياسية، وعلى هذا الأساس ينطلق البحث من فرضية مفادها: (أن نظريات النخبة انفردت عن غيرها من النظريات السياسية في الفكر السياسي الغربي المعاصر لما لها من إمكانات تجعل تطبيق اقتراب النخبة من عملية صنع القرار السياسي، أمرا ذا فعالية تحليلية وقدرة تفسيرية عالية)، ولتطبيق صحة الفرضية، فقد قسم البحث إلى أربعة مطالب مع مقدمة وخاتمة، يتناول المطب الأول منه، مفهوم النخبة السياسية، أما أسس نظريات النخبة السياسية، فهذا ما يبحثه المطلب الثاني، أما المطلب الثالث فيناقش أنماط نظريات النخبة السياسية وفي المطلب الرابع فسوف يتناول تنقلات نظريات النخبة السياسية.

The political elite theories are considered as a clear guide about distinguished thing. one opinion confirms that the distinguishing of the basic idea of the elite theories make it theories don't agree with equity and made the elite different from the audience whose clear disre controls it to be with equity as long as that its existence is based upon on the solidarity idea. The elite is based upon non-equity of the individual abilities in all the social life fields. That why the elite don't agree with the equity as (Filfredo Parito) thinks. But (Tom Botomour) that the persisting of the elite theories on the non-equity of the results and the individual endowments-and this contracts with an eminent line of the political thought which stands with the individual equity impilitly. the matter according to the elite theories is a quality not equality. there is no doubt that quality and quantity do not contract each other by they complete each other as they represent two aspects of one subject. But quantity from the point of view of the elite vision forms a supporting element for the quality when there are so many individuals, the possibility to find distinguished people will be large and this means there is no real relation between the equality and quantity. this theory is so important among the political theories by knowing the relation of elite with the political force and how these groups of elite are competing to control on the political force joints. based upon this base the research sets off from which means: (the elite theories distinguished from the from the other of western political thought as it has the abilities to the application of the elite approach from making the political decision to be analytic activity with high interpreting ability. to apply the theory rightness, this research was divided into four parts as well as introduction and conclusion. the 1st part deals with the political elite concept, the 2nd part deals with bases of the elite theories, the 3rd part discuss the modes of the political elite theories and the 4th part will deals with the political elite movement.
