جاء إصلاح شئون المالية العامة في قلب مبادرات الإصلاح التي تبنتها الدول المختلفة، فبرامج الدعم بالإضافة إلى أنها تترجم توجهات السياسة العامة الاقتصادية تجاه نسبة كبيرة من شرائح المجتمع، إلا أن برامجها تحدد الأهداف الأساسية للسياسات المالية للدولة تجاه خفض نسبة الفقر وتأمين مصادر الدخل لتلك الفئات المعدمة، ومن هنا تبرز الأهمية الحاسمة لإصلاح وترشيد برامج الدعم خاصة وأن سياسات وبرامج الدعم المفتوح المطبقة في الاقتصاد المصري والتي أصبحت تكلفتها تشكل عبئا واضحة على موازنة الدولة، لم تحقق الأهداف المرجوة منها، الأمر الذي يضع الدولة في موقف لا تحسد عليها بسبب عدم قدرتها على النهوض بخطط التنمية من جانبه وعدم قدرتها على توجيه تلك البرامج لمستحقيها، بالإضافة إلى رغبة الحكومة في تحقيق استقرار بيئة الأعمال وزيادة القدرة التنافسية للدولة، والقضاء على التشوهات الناتجة عن عمل آلية السوق، إلى جانب الدور الهام لتلك البرامج في تخفيض الفقر ورفع مستوى التنمية الاجتماعية الاقتصادية على حد سواء، لتحديد الفئات المستهدفة من برامج الدعم المقدمة من الحكومة والمخرجات المطلوبة من تلك البرامج عبر آلية الشمول المالي يمكن الحكومة من تحديد الفئات الأسد احتياجا لتلك البرامج، حيث بات ما يعرف بالشمول المالي موضوع في أولويات واهتمامات معظم دول العالم، في وقت يتهيأ فيه المجتمع الدولي لتحديد إطار جديد للتنمية من أجل تحقيق التنمية المستدامة وخفض نسبة الفقر والإعالة، حيث هدفت الدراسة إلى تحليل الدور الذي يمارسه الشمول المالي عبر آلياته في إصلاح برامج الدعم وذلك من خلال دراسة بعض التجارب الدولية التي حققت نجاحا في استخدام الشمول المالي لرفع كفاءة برامج الدعم خلال الفترة الزمنية من ۱۹۹۱ إلى عام ۲۰۱۸ في الاقتصاد المصري.

Hence the crucial importance of reforming and rationalizing the support programs, especially since the open support policies and programs applied in the Egyptian economy, whose cost has become a clear burden on the state budget, have not achieved the desired goals, which places the state in a position not to It is envied because of its inability to advance development plans on the one hand and its inability to direct these programs to those who deserve them, in addition to the government's desire to achieve stability in the business environment and increase the country's competitiveness, and eliminate distortions resulting from the work of the market mechanism, along with the important role of these programs in reducing Poverty and raising the level of socio-economic development alike, defining the target groups of support programs provided by the government and the required outputs from those programs through the mechanism of financial inclusion enables the government to identify the groups most in need of these programs, as what became known as financial inclusion To a topic in the priorities and concerns of most countries of the world, at a time when the international community is preparing to define a new framework for development in order to achieve sustainable development and reduce poverty and dependency, as the study aimed to analyze the role that financial inclusion plays through its mechanisms in reforming support programs, by studying some International experiences that have been successful in using financial inclusion to raise the efficiency of support programs during the period from 1991 to 2018 in the Egyptian economy.
