The term electronic administrative communication is one of the modern administrative terms that have emerged as a result of the tremendous revolution in information and communication networks, which has brought about an important shift in the performance of institutions by improving their productivity, speed of performance and the quality of their services. This information revolution has been reflected in all areas of life, the most important of which is the remarkable significant development in the means of communication and has clearly affected life activities and the beginning of the gradual transformation from traditional means of communication to electronic means of communication that have increased benefit from them while using the international information network - the Internet. Some believe that electronic administrative communication is an automated process for all the tasks and activities of the administrative institution by relying on all the necessary information technologies to achieve the goals of the new administration in reducing the use of paper and simplifying procedures and eliminating routine and rapid and accurate completion of tasks and transactions so that each department is ready to link with the e-government later. In educational institutions, the process of electronic communication is of great importance, as it is a means of interaction between the principal and teachers to achieve the school's goals because the electronic communication is not a process of sending and receiving, but rather an attempt to influence and persuade and has no value without making an impact. (Fouad Abdel Moneim Al-Bakra, 2006, p. 15) Therefore, it is the successful headmaster who constantly tries to be aware of his level of adequacy and effectiveness in the communication process in the school organization and usually the administrative competence is linked to the ability to communicate and therefore it is necessary to have effective communication skills with School administrators to perform management functions and to continue the exchange process between them and their staff.
يعتبر مصطلح الاتصال الإداري الإلكتروني من المصطلحات الإدارية الحديثة والتي ظهرت نتيجة للثورة الهائلة في شبكات المعلومات والاتصالات والذي أحدث تحولا مهما في أداء المؤسسات بتحسين إنتاجيتها وسرعة أدائها وجودة خدماتها. ولقد انعكست هذه الثورة المعلوماتية على كافة مجالات الحياة وأهمها التطور الكبير الملحوظ الذى طرأ على وسائل الاتصال الإلكتروني وأثر بشكل واضح في الأنشطة الحياتية وبدء التحول التدريجي من وسائل الاتصال التقليدية إلى وسائل الاتصال الإلكترونية التي تعاظمت الاستفادة منها مع استخدام شبكة المعلومات الدولية -الإنترنت. ويرى البعض أن الاتصال الإداري الإلكتروني هي عملية مكننة لجميع مهام ونشاطات المؤسسة الإدارية بالاعتماد على كافة تقنيات المعلومات الضرورية وصولا إلى تحقيق أهداف الإدارة الجديدة في تقليل استخدام الورق وتبسيط الإجراءات والقضاء على الروتين والإنجاز السريع والدقيق للمهام والمعاملات لتكون كل إدارة جاهزة للربط مع الحكومة الإلكترونية لاحقا. وفي المؤسسات التعليمية تشكل عملية الاتصال الإلكتروني أهمية كبيرة، فهي وسيلة التفاعل بين المدير والمعلمين لتحقيق أهداف المدرسة لأن الاتصال الإلكتروني ليس عملية إرسال واستقبال بل هو محاولة للتأثير والإقناع ولا قيمة له دون إحداث التأثير. (فؤاد عبد المنعم البكرة، ٢٠٠٦، ص ١٥) ولذا فإن مدير المدرسة الناجح هو الذي يحاول بشكل مستمر أن يعي مستوي كفايته وفاعليته في عملية الاتصال في التنظيم المدرسي وعادة ما يتم ربط الكفاءة الإدارية بالقدرة على الاتصال ولذا لا بد من توافر مهارات الاتصال الفعال لدى مديري المدارس للقيام بوظائف الإدارة ولاستمرار عملية التبادل بينهم وبين العاملين معهم.
