المستخلص: Regardless of their laws and regulations, countries have taken an interest in the issue of declaring the expropriation decision. On the one hand, this procedure produces decisive effects according to which the real estate exits from the private ownership system to the public ownership system of the state. On the other hand, the declaration is one of the most important legal means used to organize and run real estate policy, including the settlement of the status of real estate ownership, especially since most countries have suffered from colonial policies that adopted real estate wealth as a means of settlement, which left many forms of prejudice to real estate ownership and fluctuation in real estate transactions. États avec les différentes réglementations et lois de déclarer la décision d'expropriation; il fait également la procédure par laquelle les effets critiques sur la succession d'une propriété privée à la propriété publique de l'Etat et d'autre part la publicité foncière est l'une des plus importants moyens juridiques visant à organiser et conduire la politique immobilière, incluant l'établissement de l'état de la propriété, surtout que la plupart des États ont souffert de la politique coloniale a adopté des moyens richesse immobilière de la colonisation, laissant de nombreuses formes de préjudice à la succession et la volatilité des transactions L'a atterri à la législation de l'Algérie.

لقد اهتمت الدول على اختلاف أنظمتها وتشريعاتها بموضوع شهر قرار نزع الملكية؛ فمن جهة يفرزه هذا الإجراء آثار حاسمة بموجبها يخرج العقار من نظام الملكية الخاصة إلى نظام الملكية العامة للدولة، ومن جهة أخرى يعد الشهر واحد من أهم الوسائل القانونية المنتهجة لتنظيم وتسيير السياسة العقارية بما في ذلك من تسوية لوضعية الملكيات العقارية، لاسيما وأن معظم الدول عانت من السياسات الاستعمارية التي اعتمدت الثروة العقارية وسيلة للاستيطان مما خلف العديد من أشكال المساس بالملكية العقارية وتذبذب في المعاملات العقارية.
