المستخلص: خلال السنوات الأخيرة، زاد اهتمام الباحثين وصناع السياسة التعليمية وقادة التعليم العالي بالدور الذي يمكن أن تلعبه الجامعات في المجتمع بجانب الوظائف التقليدية للجامعات في التعليم والبحث العلمي. ويستند هذا الاهتمام إلى الفوائد المتنوعة المترتبة على مشاركة الجامعات في المجتمع من قبيل تنمية الوعي والإحساس بالمسئولية المجتمعية والمدنية، وتحسين جودة العملية التعليمية، وتوجيه البحث العلمي بما يفيد المجتمع، والمساهمة في تنمية المجتمعات المحلية والوفاء باحتياجاتها. وقد أثمر هذا الاهتمام عن ظهور مفاهيم جديدة تعبر عن الدور المدني للجامعات، ووظيفتها في المشاركة المجتمعية مثل مفهوم "الجامعة المدنية" Civic university، والجامعات المشاركة في المجتمع community- engaged university، والجامعات المشاركة مدنياً civically engaged university. وقد هدف هذا البحث إلى الكشف عن مفهوم وطبيعة وآليات الجامعات المشاركة مجتمعياً، وقيادتها في ضوء عدد من الخبرات العالمية المعاصرة. وبناء على ذلك تم صياغة التساؤلات التالية: 1- ما مفهوم وطبيعة المشاركة المجتمعية للجامعات؟، 2- ما أدوار ومسئوليات القيادة في المشاركة المجتمعية للجامعات؟ 3- ما الخبرات الدولية الرئيسية في مجال المشاركة المجتمعية للجامعات والتي يمكن الاستفادة بها في التعليم العالي الكويتي؟ 4- ما الدروس المستفادة من الخبرات الدولية في المشاركة المجتمعية للجامعات؟ ويعد هذا البحث مكتبياً وثائقياً معتمد على تحليل الأدبيات والوثائق المرتبطة بتجارب بعض الدول والجامعات العالمية في مجال دعم المشاركة المجتمعية والمدنية للجامعات. ومن خلال استعراض مفهوم وطبيعة المشاركة المجتمعية، وبعض الخبرات الدولية في المجال تم استخلاص أهم الدروس المستفادة ومن بينها: ضرورة إعادة صياغة بيانات المهمة والرسالة والقيم للجامعات الكويتية بحيث تؤكد بشكل صريح على المشاركة المدنية والمجتمعية، وأن تحقيق مفهوم الجامعة المشاركة مدنياً في التعليم العالي الكويتي يتطلب تطبيق أساليب قيادية غير تقليدية يجب العمل على تطبيقها وتدريب القيادات الجامعية عليها مثل أساليب القيادة الموزعة، والقيادة التشاركية، والقيادة الخادمة، والقيادة غير الرسمية، فضلاً عن ضرورة اكتساب مهارات قيادية بعينها مثل مهارات التفاوض، وإدارة الصراع، وإدارة الشراكة المجتمعية، والتواصل الفعال مع منظمات المجتمع المحلي والمدني.

Through the past years, the researchers, the educational policy makers and the high education leaders concern about the role that universities can play in the society in addition to the traditional functions of the universities in the education and the scientific research has increased. This concern is based on the various benefits resulting from the engagement of the universities in the society such as developing the conscious and the feeling with the civil and social responsibility, improving the quality of the educational process, guiding the scientific research to advantage the society and contributing in developing the local communities and supplying their needs. This concern has resulted in the emergence of new concepts that express the civil role of the universities and their function in the community engagement such as the concepts of "Civic university", "community-engaged university" and "civically engaged university". The purpose of this research is to reveal the concept, nature and mechanisms of the participating universities in society and to lead them in the light of a number of contemporary international experiences. Accordingly, the following questions were formulated: 1. What is the concept and nature of community participation of universities? 2. What are the roles and responsibilities of leadership in community participation of universities? 3. What are the main international experiences in the field of community participation of universities, which can be utilized in Kuwaiti higher education? 4. What are the lessons learned from international experiences in community participation of universities? This research is a documentary based on the analysis of literature and documents related to the experiences of some countries and international universities in the field of supporting community and civic participation of universities. The most important lessons learned were the following: The necessity of rewriting mission, mission and values data for Kuwaiti universities to explicitly emphasize civil and community participation. Achieving the concept of university participation in the Kuwaiti higher education requires Apply nontraditional leadership methods that must be applied and train university leaders such as distributed leadership methods, participatory leadership, servant leadership and informal leadership, as well as the need to acquire leadership skills such as skills Negotiation, conflict management, and management of community partnership, and effective communication with the local community organizations and civil.
