المستخلص: أفرزت التطورات الحاصلة في مجال تكنولوجيا المعلومات والاتصال إلى خلق ثورة كبيرة في مجال الإدارة وتحولت الدول إلى مجتمعات إلكترونية، الأمر الذي حتم على الجزائر مواكبة هذه التطورات واللحاق بمصاف الدول المتقدمة، وذلك من خلال تبني مشروع الإدارة الإلكترونية الذي يعد بمثابة استراتيجية وطنية تعمل على عصرنة الإدارة و المؤسسات العمومية، من خلال استخدام تكنولوجيا المعلومات والاتصال في الإدارة من أجل تسهيل إجراء المعاملات، وتقديم خدمات أكثر سرعة وأقل تكلفة، وأكثر فعالية، والتخلي عن الإدارة التقليدية اليدوية التي تميزت بضعف مستوى الخدمات المقدمة وبالفساد الإداري والبيروقراطية.
لكن عملية التحول إلى الإدارة الإلكترونية مازلت في مراحلها الأولى، وما تم إنجازه لا يتعدى كونه تطبيقات جزئية حول رقمنة بعض الإدارات والخدمات فقط، وذلك نتيجة لعدة صعوبات وعراقيل لم تسمح بتطور الإدارة الإلكترونية في الجزائر.


Les développements dans le domaine de la technologie de l’information de la communication ont conduit à la création d’une révolution dans le domaine de l’administration, ou les pays sont devenus des communautés électroniques, ce qui a forcé l’Algérie à suivre ces développements et à rattraper les pays développés en adoptant le projet d’administration électronique qui est une stratégie nationale qui oeuvre à moderniser l’administration et les institutions publiques grâce a l’utilisation des technologies de l’information et de la communication en administration pour faciliter les transactions, fournir des services plus rapides, moins couteux et plus efficaces et abandonner la administration manuelle traditionnelle caractérisée par la faiblesse du niveau des services fournis, la corruption et la bureaucratie administratives; mais le processus de transition vers l’administration électronique en est encore a ses débuts.
Ce qui a été réalisé ne sont que des applications partielles sur la numération de certains administrations et services uniquement en raison de plusieurs difficultés et obstacles qui ne permettent pas le développement de l’administration électronique en Algérie.


Developments in the field of information and communication technology have led to a major revolution in the field of governance and the transformation of states into electronic societies, which has made it necessary for Algeria to keep abreast of these developments and join the ranks of developed countries by adopting the e-governance project, which is a national strategy to modernize management and public institutions, through the use of information and communication technology in management to facilitate the conduct of transactions and to provide faster, less costly, and more effective services and abandon traditional manual management characterized by poor service delivery, administrative corruption, and bureaucracy.
However, the process of transition to e-management is still in its early stages, and what has been accomplished is only partial applications on the digitization of some departments and services, as a result of several difficulties and obstacles that did not allow the development of electronic management in Algeria.
