المستخلص: Le renforcement des mécanismes de contrôle de l'application du respect des droits de l'homme est l'un des principaux axes d'une bonne mise en oeuvre et du respect de ces normes. Cette étude porte sur les mécanismes adoptés par les pays du monde arabe en ce qui concerne la question des droits de l'homme et le respect de l'application des conventions et normes internationales y afférentes. Ces mécanismes peuvent être divisés en deux niveaux parallèles: En premier lieu, au niveau régional, nous traitons les mécanismes de supervision dans le cadre du système de la Ligue arabe en particulier, ainsi que dans le système des sous-blocs, le cas échéant. Ainsi en est-il des aspects formels ou gouvernementaux de ces mécanismes, leur formation et leur administration étant assurées par des organes gouvernementaux ou semi-gouvernementaux des pays arabes, tels la Commission arabe des droits de l'homme. Il s'agit également des moyens de contrôle non gouvernemental au niveau régional: ce sont les organisations arabes régionales qui contrôlent le respect de l'application des droits de l'homme au niveau arabe. En second lieu, au niveau national, la recherche porte également, suivant la même approche, à l'instar du contrôle gouvernemental ou quasi gouvernement, sur la prise en compte des exemples de pays arabes, et ce, particulièrement par le biais des associations de la société civile actives dans ce domaine au sein de l'État. Dans cette étude, il est également question du rôle que ces acteurs peuvent jouer, tant au niveau national que régional, dans le suivi et l'éducation en matière de droits de l'homme. Ceci dit, l'étude porte ainsi successivement sur les mécanismes de suivi pour respecter l'application des droits de l'homme en termes de rôle de la presse dans la détection des dépassements, ainsi que des organisations communautaires et des agences gouvernementales et semi-gouvernementales et, sur le rôle du système éducatif dans les écoles et les universités du monde arabe pour ce qui est de l'éducation et de la sensibilisation aux droits de l'homme, ainsi que le rôle des autres parties dans le processus éducatif, telles que les agences gouvernementales, les médias et les organisations de la société civile, seront discutés.

يمثل تعزيز آليات الرقابة على تطبيق احترام حقوق الإنسان، أحد المحاور الرئيسية لضمانة حسن التطبيق والالتزام بهذه المعايير. وسنتناول في هذا المقال، سبل التعرف على آليات الرقابة في العالم العربي في ما يخص موضوع حقوق الإنسان واحترام تطبيق الاتفاقيات والمعايير الدولية المتعلقة به. ويمكن تقسيم هذه الآليات إلى مستويين متوازيين: أولا: على المستوى الإقليمي؛ حيث نتناول البحث في آليات الرقابة ضمن إطار منظومة الجامعة العربية بشكل خاص، وكذلك داخل منظومة التكتلات الفرعية إن وجدت. وهنا سنتكلم عن الجانب الرسمي أو الحكومي لهذه الآليات؛ بمعنى أن تشكيلها وإدارتها يتم من خلال الأجهزة الحكومية أو شبه الحكومية للدول العربية، ومثال ذلك (اللجنة العربية لحقوق الإنسان). كذلك سنبحث في سبل الرقابة غير الحكومية على المستوى الإقليمي؛ وهي المنظمات العربية الإقليمية التي تراقب احترام تطبيق حقوق الإنسان على المستوى العربي. ثانيا: على المستوى الوطني؛ وهنا سنسعى للبحث بالأسلوب نفسه من ناحية التحدث عن جانبين، المستوى الحكومي أو شبه الحكومي للرقابة وسنأخذ أمثلة من الدول العربية خصوصا ما تعلق بمنظمات المجتمع المدني المحلية التي تنشط في هذا المجال داخل الدولة. وعليه، تناولنا من خلال هذه الدراسة على التوالي، الآليات الرقابية لاحترام تطبيق حقوق الإنسان من ناحية دور الصحافة في كشف التجاوزات، وكذلك منظمات المجتمع المحلي والأجهزة الحكومية وشبه الحكومية، ثم التثقيف والتوعية بحقوق الإنسان في العالم العربي؛ أي دور النظام التعليمي في المدارس والجامعات في الوطن العربي لحقوق الإنسان، وكذلك دور الأطراف الأخرى في عملية التثقيف مثل: أجهزة الحكومة؛ والإعلام؛ ومنظمات المجتمع المدني.

Strengthening the mechanisms for monitoring the application of respect for human rights is one of the main axes of a good implementation and respect of these standards. This study focuses on the mechanisms adopted by the countries of the Arab world with regard to the question of human rights and compliance with the relevant international conventions and standards. These mechanisms can be divided into two parallel levels: First, at the regional level, we are dealing with the oversight mechanisms within the framework of the Arab League system in particular, as well as in the sub-block system, where appropriate. This is the case for the formal or governmental aspects of these mechanisms, with training and administration being provided by governmental or semi-governmental bodies in Arab countries, such as the Arab Commission on Human Rights. It is also the means of non-governmental control at the regional level: it is the Arab regional organizations that control the respect of the application of human rights at the Arab level. Secondly, at the national level, research also uses the same approach, like government or quasi-government control, to take into account examples from Arab countries, particularly through associations. civil society active in this area within the state. This study also discusses the role that these actors can play, both at national and regional level, in monitoring and human rights education. That said, the study successively focuses on monitoring mechanisms to respect the application of human rights in terms of the role of the press in detecting overruns, as well as community organizations and governmental and semi-governmental agencies. the role of the education system in schools and universities in the Arab world in terms of education and awareness of human rights, as well as the role of other parties in the educational process, such as Government agencies, the media and civil society organizations will be discussed.
