المستخلص: This study examines the nature of the growing development in relations between China and Russia after the end of the Cold War, which attracted the interest of academics and researchers to look into the causes and future implications of this rapprochement. After the hostile relations and security concerns prevailed between China and the Soviet Union during the Cold War period, the disintegration of the Soviet Union, the end of the Cold War and the emergence of the Russian Federation as the legitimate heir of the Soviet Union led to the unveiling of a new type of relations between China and Russia that resulted in the establishment of a strategic partnership by countries in 1996, which has evolved into an advanced stage embodied in the promotion of the strategic partnership to a “comprehensive partnership” in 2010, which was embodied in the strengthening of bilateral cooperation in both economic and security fields. This has led many researchers and experts to consider that strengthening security and economic cooperation between the two countries will not only support their military capabilities, but can become the nucleus of forming an alliance that will threaten both American and Western interests. Zbigniew Brzezinski said earlier in writing the Grand Chessboard that “the most dangerous scenario is a greater alliance between China and Russia..” It is an explicit signal that Russia and China as two continental powers, they will not be satisfied with the United States leadership of the international system, which has moved them to the coalition against unilaterally American hegemony.

تتناول هذه الدراسة طبيعة التطور المتزايد في العلاقات بين الصين وروسيا بعد نهاية الحرب الباردة، والتي أدت إلى استقطاب اهتمام الأكاديميين والباحثين للبحث في أسباب هذا التقارب ومآلاته المستقبلية. فبعد أن سادت علاقات العداء والمخاوف الأمنية بين الصين والاتحاد السوفييتي أثناء فترة الحرب الباردة، أدى تفكك الاتحاد السوفيتي ونهاية الحرب الباردة وبروز روسيا الاتحادية كوريث شرعي للاتحاد السوفييتي، إلى الكشف عن نوع جديد من العلاقات بين الصين وروسيا تمخض عنه إقامة البلدان لشراكة استراتيجية عام 1996 والتي تطورت إلى مرحلة متقدمة تجسدت في ترقية الشراكة الاستراتيجية إلى "شراكة شاملة" في 2010 والتي تجسدت بتعزيز البلدين للتعاون الثنائي في كلا المجالين الاقتصادي والأمني. وهو ما جعل الكثير من الباحثين والمختصين يعتبرون أن تعزيز التعاون الأمني والاقتصادي بين البلدين سوف لن يؤدي فقط إلى دعم القدرات العسكرية لهما بل يمكن أن يصبح نواة لتشكيل تحالف سيهدد المصالح الأمريكية والغربية معا. وهو ما صرح به زبيغيو برجنسكي من قبل في كتابة رقعة الشطرنج الكبرى من "أن السيناريو الأكثر خطورة يتمثل في قيام تحالف أكبر بين الصين وروسيا.." وهي إشارة صريحة إلى أن روسيا والصين كقوتين قاريتين لن ترضيا على قيادة الولايات المتحدة للنظام الدولي، وهو ما فعهما إلى التحالف ضد الهيمنة الأمريكية المنفردة.

Au lendemain de l'effondrement de l'empire soviétique, le développement des relations de la Russie avec son voisin Chinois constitue un succès indéniable dans le politique extérieur menée par Moscou. Alors que l'influence de la Russie déclinait pratiquement sur tous les fronts, les relations entre ces deux pays ont été conduites sous le signe de la normalisation et de la convergence politique. Comme l'avait anticipé Zbigniew Brezinski: «la stratégie eurasiatique des États-Unis a suscité en création un rapprochement entre la Russie et la Chine...».
Un partenariat stratégique c'est naturellement établi entre ces deux pays dans de nombreux domaines. Au niveau des relations internationales, la Russie et la Chine partagent une vision commune a propose la nature des relations entre tous les pays du monde. En l'occurrence, le principe d'indépendance nationale, qui se caractérise par le droit a la souveraineté de chaque pays et l'intégrité territoriale sont considérés comme des conditions fondamentales pour l'équilibre internationale. Indirectement, ils souhaitent former une alternative a la vision hégémonique des Etats-Unis, afin de pouvoir contrer la stratégie d'influence Américaine a travers le monde. Ils considèrent que l'hégémonie d'une seul puissance n'est pas a l'avantage du monde entier. Bien que tout soit fait pour minimiser l'importance des traités conclus entre elles, les deux grandes puissances continentales sont en train de construire une véritable alliance militaire face à l'hégémonie Américaine.
