|f The current stakes and challenges, imposed by current circumstances, whether at the international, regional, or even national level and similarly Algeria's tendency towards a market economy, in addition to the effects of the decline in the oil price, it was necessary to find alternative ways and means that would allow the economy to improve and diversify its sources.\nThe present necessity is to move towards the investment of both national and foreign types, and to attract it by creating a favorable climate, whether from the legislative point of view or infrastructural point of view, and taking advantage of it because of the capital, technology, professional, and technical expertise it brings, and for creating work and other positions that all contribute to the development and diversification of the economy.\nIt was mandatory for the Algerian state to meet the needs of the investor, especially in the field of industrial real estate, by creating and providing fertile real estate receptacles that will attract the investor. The state also needed to establish bodies to ensure management and regulation of these receptacles, on the one hand, and prevent the change of its main direction, i.e., attracting the investor, and eliminate or prohibit illegal practices such as speculation and trafficking, on the other hand.\nIt, therefore, established the National Agency for land regulation and intermediation as a mechanism and an intermediary between the host State and the investor, and as a body charged with providing real estate receptacles, in addition to easing the burden on the management of State property.\nThis abstract translated by Dar AlMandumah Inc. 2021

|d Les enjeux et les défis actuels et imposées par les circonstances actuelles, tant au niveau international ou au niveau régional ou même au niveau national, et ainsi que l'orientation de l'Algérie vers l'économie de marché, en plus des effets de la baisse des prix du pétrole, il était nécessaire de trouver les moyens de d'autre alternative, permettre l'avancement de l'économie et la diversité de ses sources. \nEt le temps de parole est la tendance nationale d'investissement des deux types et étrangers, et d'attirer un climat propice à la création, que ce soit par voie législative ou leur structure, et de bénéficier de ce qui apporte du capital et de la technologie et de l'expertise professionnelle et de la technologie, et la création des postes de travail et d'autres qui contribuent tous dans le développement et la diversification de l'économie. \nEst-lieu obligatoire sur l'Etat algérien pour répondre aux besoins, en particulier dans le domaine de l'investisseur immobilier industriel en créant et des navires sauver les biens immobiliers fertiles, apporter à l'investisseur, en plus de la création d'organismes assure la conduite et l'organisation de, d'une part, et d'autre part pour éviter de changer la destination de base à amener l'épargnant, ou l'interdiction et l'élimination des pratiques illicites où échangés. \nPar conséquent, il a créé l'Agence nationale pour la médiation et de contrôle immobilier, et en tant que mécanisme d'intermédiaire entre l'État hôte et l'investisseur, et en tant que corps chargé de fournir des navires de l'immobilier, en plus d'alléger le fardeau de la gestion des biens de l'État.\n

|a إن الرهانات والتحديات الحالية، والتي فرضتها الظروف الراهنة، سواء على المستوى الدولي أو على المستوى الإقليمي أو حتى على المستوى الوطني، وكذا توجه الجزائر نحو اقتصاد السوق، بالإضافة إلى الآثار المترتبة على انخفاض سعر النفط، كان لابد من إيجاد طرق وسبل أخرى بديلة، تسمح بالنهوض بالاقتصاد وتنوع من مصادره\nوحديث الساعة هو التوجه نحو الاستثمار بنوعيه الوطني والأجنبي، واستقطابه بتهيئة المناخ الملائم له، سواء من الناحية التشريعية أو من الناحية الهيكلية، والاستفادة منه لما يجلبه من رؤوس أموال وتكنولوجيا وخبرت مهنية وتقنية، وخلقه لمناصب عمل وغيرها التي تساهم كلها في تطوير وتنويع الاقتصاد.\nفكان من الإلزامية بمكان على الدولة الجزائرية أن تلبي حاجيات المستثمر خاصة في مجال العقار الصناعي وذلك بخلق وتوفير أوعية عقارية خصبة، تجلب إليها المستثمر، بالإضافة إلى إنشاء هيئات تسهر على تسييرها وتنظيمها، هذا من جهة، ومن جهة أخرى لمنع تغيير وجهتها الأساسية في جلب المستثمر، والقضاء أو حظر الممارسات الغير مشروعة فيها كالمضاربة والمتاجر بها.\nلذلك أنشأت الوكالة الوطنية للوساطة والضبط العقاري، كآلية وكوسيط بين الدولة المضيفة والمستثمر، وكهيئة مكلفة بتوفير الأوعية العقارية، بالإضافة إلى تخفيف العبء على إدارة أملاك الدولة.\n
