المستخلص: يعتبر التوجيه حجر الزاوية في العملية التعليمية فهو يضع المعلم على الطريق الصحيح من حيث طبيعة ونوع العمل التدريسي الذي يقوم به، ويحسن العلاقات الإنسانية بين المعلمين والإدارة المدرسية، كما يسهم في بناء شخصية التلميذ بناءا متكاملا وفي تطوير المناهج بما يتناسب مع مستوى التلاميذ وحاجاتهم وميولهم، لذا فالتوجيه يسهم في مسايرة التطورات العلمية في المجتمع. ويعد الموجه أحد الأركان الأساسية في الهيكل التعليمي والإشراف الفني بالمؤسسات التعليمية المختلفة، حيث أن وجود جهاز تربوي يقود العملية التربوية ويوجه القائمين عليها لإنجاز أعمالهم على مستوى عالي من الكفاءة في التخطيط والتنفيذ للعملية التعليمية أصبح مطلبا أساسيا يسهم في تحقيق أهداف العملية التعليمية. ويهدف البحث إلي وضع نموذج مقترح للكفايات المهنية والفنية لموجهي التربية الرياضية بالمرحلة الإعدادية من خلال تحديد الكفايات المهنية والإدارية اللازمة لموجهي التربية الرياضية بالمرحلة الإعدادية. واستخدمت الباحثة المنهج المسحي الوصفي، واشتملت عينة البحث على موجهي التربية الرياضية بالإدارات التعليمية المختلفة السبعة لمرحلة التعليم الإعدادي لمحافظة الإسكندرية وبلغ عددهم (٤٥) موجه، ومعلمي التربية الرياضية بالمدارس الإعدادية والبالغ عددهم (٣٣) معلم. وقد استخدمت الباحثة الاستبيان كأداة لجمع البيانات. وكانت من أهم النتائج وضع نموذج مقترح للكفايات المهنية والإدارية لموجهي التربية الرياضية والذي تمثل في كفايات مهنية تتضمن تطوير البرامج التعليمية، تطوير الأداء، تكنولوجيا التعليم، التأهيل العلمي، تنوع استخدام أساليب التوجيه الفني، وكفايات إدارية تتضمن القيادة، الاتصال، التحفيز، تقييم أداء العاملين، وأوصت الباحثة الجهات المعنية مثل الإدارة العامة للتربية الرياضية والعسكرية بوزارة التربية التعليم وتوجيه التربية الرياضية بالإدارات التعليمية المختلفة لمحافظة الإسكندرية بضرورة تطبيق نموذج الكفايات المهنية والإدارية المقترح لموجهي التربية الرياضية بالمرحلة الإعدادية بعد دراسته وتحليله.

Direction is considered one of the most important elements of the educational process, it puts the teacher on the right track regarding the nature and the type of teaching work being done, it also improves the human relations between the teachers and the school administration, contributes to forming the student's personality completely and develops the curricula to meet the students’ level, their needs and trends, so direction contributes to keep pace with scientific development in society. The director is one of the basic cornerstones of the educational structure and the technical supervision for the various educational institutions, whereas the presence of an educational system leads the educational process and directs the personnel who to accomplish their work in a high level of efficiency in planning and implementing the educational process which has become a fundamental requirement contributes to achieve the goals of the educational process. The research aims to develop a proposed model for the necessary professional and technical competencies for the directors of physical education of the preparatory grade through identifying the necessary professional and administrative competencies to the directors of physical education of the preparatory grade. The researcher used the descriptive survey method, and the sample included the directors of physical education of the seven educational administrations of the preparatory grade in Alexandria governorate. It consisted of (45) directors, and (33) physical education teachers of preparatory schools. The researcher used a questionnaire as a tool for collecting data. The most important result was proposing a model for the necessary professional and managerial competencies for the directors of physical education, which accomplish the professional efficiencies to develop the educational programs, the performance, teaching technology, scientific qualification, the diversity of using technical direction methods, and administrative competencies include leadership, communication, motivation, evaluating the employees’ performance. Finally the researcher recommended the concerned authorities such as the general administration of physical and military education, of the ministry of education, and the physical education directorate of the educational administrations in Alexandria governorate to take in consideration how necessary to apply the proposed model of professional and managerial competencies for the directors of physical education of the preparatory grade after studying and analyzing it.
