This study aimed at developing an early screening test for preschool children with speech and language disorders and to reach the validity and reliability evidences. The sample of the study consisted of (258) children (normal, language disorders and the mentally retarded) of those enrolled in the nurseries, kindergartens, and special education center in Amman City, during the academic year 2007/2008. The results of the study showed validity indicators in two ways: (1) Factor validity by using the factor analysis on the items of the measure for the three age groups, and there was (10) factors for the age group (3-3,11), which interpreted the percentage of (82%) of the variation for the total measure; (10) factors for the age group (4-4711), which interpreted the percentage of (85%) of the variation for the total measure and (9) factors for the age groups (5-5, 11) which interpreted the percentage of (84711%) of the variation for the total measure. In addition, the results of the factor analysis showed a manufactory for each age group that interprets most variation, and this proves the uni-dimensions for this measure, and (2) The differentiating validity for the measure through examining the differences in the scores of the participants on the measure according to the age group (normal, mentally retarded and who have language disorders) and the gender of the participant. In this regard, there were significant statistical differences between the three groups in age group, but there were no differences in scores of the measure that can be attributed to the gender of the participant on each of the age groups, which I is in conformity with the literature. As for the reliability of the measure, the results showed the existence of the reliability of the measure which were calculated by repetition for the three age groups (0.934), (0.916), (0.926), reliability of the referees for the three age groups (0.967), (0.874), (0.952), and Cranach Alpha for the three .age groups (0.967), (0.983), (0.963), (internal consistency) for the three age groups, where the percentage of all reliability values exceeded than(0.77).
