المستخلص: إن التطورات الحالية المعاصرة في عالم الاتصالات والتقنيات أثرت بشكل مباشر وغير مباشر على سلوكيات الإنسان اليومية. ومن ثم ازدادت حاجته للوصول السريع للمعلومات، وإلى تنفيذ عمليات مختلفة سريعة وتطلبها الجهات التي يتعامل معها بطرق وأساليب أكثر يسرا وسرعة. ولتحقيق الرؤية الوطنية للتنمية المستدامة اقتصاديا واجتماعيا في المملكة العربية السعودية يرتكز على إحداث ثورة في التحول الوطني، وانطلاقا من هذا التوجه ورغبة من جامعة تبوك في تطوير يعتمد على تقنية المعلومات، ونظرا لما للبوابة الإلكترونية بالجامعة من دور في ذلك وفقا للسياسات والإجراءات المتبعة به. هدفت الدراسة إلى معرفة دور السياسات والإجراءات في إدارة البوابة الإلكترونية بجامعة في ضبط عمل البوابة، من خلال دراسة واقع السياسات والاجراءات في إدارة البوابة الإلكترونية بجامعة تبوك وتوصلت مقترحات وتوصيات لتفعيل دور التعليم الإلكتروني لمواجهة الأزمات التعليمية بجامعة تبوك. واستخدمت الدراسة المنهج الوصفي للتعرف على واقع السياسات والإجراءات في إدارة البوابة الإلكترونية بجامعة تبوك. وفقا لنتائج الدراسة التي توصل إليها الباحث وبالمقارنة مع البوابة الإلكترونية لجامعة الملك سعود والتي تعتبر الأولى على مستوى الجامعات بالعالم العربي و٣٨٣ على مستوى الجامعات بالعالم في تصنيف ويبومتريكس Webometrics في يناير ٢٠١٧ وهو تقييم نصف سنوي حيث يصدر في شهري يناير ويوليو من كل عام. توصلت الدراسة لمجموعة من التوصيات، والمقترحات التي يمكن أن تكون لها فائدة في تطوير إدارة البوابة الإلكترونية لجامعة تبوك في المحاور التالية: أولا: فيما يخص سياسة الاستخدام. ثانيا: فيما يخص سياسة المحتوى. ثالثا: آليات النشر على الموقع.

The current contemporary developments in the world of communications and technologies have directly and indirectly affected human daily behaviors. Consequently, his need for rapid access to information increased, and for the implementation of various rapid operations, which were requested by the parties he deals with in more easy and rapid ways and methods. In order to achieve the national vision for sustainable economic and social development in the Kingdom of Saudi Arabia, it is based on bringing about a revolution in national transformation, and based on this trend and the University of Tabuk's desire to develop based on information technology, and given the role of the university's electronic portal in this according to the policies and procedures followed. The study aimed to know the role of policies and procedures in managing the electronic portal at a university in controlling the portal’s work, by studying the reality of policies and procedures in the management of the electronic portal at the University of Tabuk, and came up with proposals and recommendations to activate the role of e-learning to confront educational crises at the University of Tabuk. The study used the descriptive approach to identify the reality of policies and procedures in the administration of the electronic portal at the University of Tabuk. According to the results of the study reached by the researcher and in comparison with the electronic portal of King Saud University, which is the first at the university level in the Arab world and 383 at the university level in the world in the Web metrics classification in January 2017, which is a semi-annual evaluation, which is issued in the months of January and July of each year. The study reached a set of recommendations and proposals that could be of benefit in developing the administration of the electronic portal of the University of Tabuk in the following axes: First: With regard to the usage policy. Second: With regard to the content policy. Third: the mechanisms of publishing on the site.
