|a نظراً للنشأة الحديثة لجامعة العريش في العام 2016، لم توضع للجامعة خطة استراتيجية معتمدة حتى الآن، وبالتالي لم تنظم الموارد البشرية فيها، ولذا يهدف هذا البحث إلى تحديد أهم المبادئ النظرية لعملية التخطيط الاستراتيجي، وتوضيح سبل استفادة المؤسسات الجامعية من استخدامه، والتعرف على العلاقة الحاكمة بين التخطيط الاستراتيجي وبناء الموارد البشرية الجامعية، ليقوم في النهاية برسم نموذج تطبيقي مقترح لاستخدام التخطيط الاستراتيجي في بناء الموارد البشرية بجامعة العريش؛ ليكون أساساً عملياً لوضع الخطة الخمسية للجامعة.

|b Due to the recent emergence of the University of Al-Arish in the year 2016, the university has not developed an approved strategic plan yet, and therefore the human resources in it have not been organized. Therefore, this research aims to identify the most important theoretical principles of the strategic planning process, clarify ways for university institutions to benefit from its use, and identify the ruling relationship between strategic planning and building university human resources, to finally draw a proposed applied model for using strategic planning in building human resources at the University of Al-Arish. To be a practical basis for developing the university's five-year plan.
