تفعيل استراتيجية رأس المال الفكري لتطوير أداء المعلم في المؤسسات التعليمية: فلسفة إدارية إسلامية

المستخلص: تهدف هذه الدراسة إلى صياغة إطار مفاهيمي أكثر وضوحا حول رأس المال الفكري من منظور إسلامي، وإبراز دور استراتيجية رأس المال الفكري في تطوير أداء المعلم. وقد استخدمت الدراسة المنهج الوصفي، واستخدمت الاستبانة على عينه مكومة من (850) معلم ومعلمة، ومن أهم نتائجها ما يلي:
- أن مستوى رأس المال الفكري في مؤسسات التعليمة محل الدراسة جاء بدرجة متوسطة.
- أن توافر مقومات تطوير أداء المعلم في مؤسسات التعليمية محل الدراسة جاء بدرجة عالية.
- وجود علاقة ارتباطية ذو دلالة أخصائية بين أبعاد راس المال الفكري وبين تطوير أداء المعلم في المؤسسات التعليمية محل الدراسة.
- تطرق الفكر الإسلامي لمقومات تطوير أداء المعلم التي ترتكز على مكونات رأس المال الفكري التي ذكرها رواد الفكر الحديث قبل الفكر الحديث، وتم ذكرها بالقرآن الكريم وهي المعرفة والهياكل والأنظمة والإجراءات والولاء.
- إثبات أن استراتيجية رأس المال الفكري كفلسفة إدارية تحقق تطوير أداء المعلم، وأن أسس هذه الفلسفة منطلقة من الفكر الإداري الإسلامي من قوله تعالى: " إِنَّ خَيْرَ مَنِ اسْتَأْجَرْتَ الْقَوِيُّ الْأَمِينُ " (سورة القصص: 26). فالقوة ترتبط بإعداد الإمكانات للمعلم وطاقته المادية. أما الأمانة فترتبط بالالتزام العقائدي والسلوكي للمعلم، ويكمل أحدهما الآخر. ففي القوة تتحقق الحاجة إلى الإنجاز، بينما تعني الأمانة تطبيق العامل للقوة من خلال القيام بسلوكيات طيبة في المنظمة.
- استراتيجية رأس المال الفكري هي الأداء التي ترسمها مؤسسات التعليم لتحقيق الكفاءات من المعلمين القادرين على توليد الأفكار المتعلقة بالتطوير الخلاق والمبدع والاستراتيجي للأنظمة والعمليات والأنشطة يضيف قيمة حقيقية للمؤسسات التعليمية من خلال امتلاكها هذه الملكات الفكرية والتي تعد ميزة تنافسية مستدامة.
- سبق الفكر الإداري الإسلام الفكر الحديث بأربعة عشر قرنا بالاهتمام بالعلم والمعرفة للتحسين والتطوير، حيث كان للعلم والفكر والعقل مرتبة عالية عظيمة في كتاب الله تعالى.


This study aims to formulate a clearer conceptual framework about intellectual capital from an Islamic perspective and highlight the role of intellectual capital strategy in developing teacher performance. The study used the descriptive method and employed the questionnaire on a sample consisting of 850 teachers (male and female). The most important results are the following:
- The level of intellectual capital in the educational institutions in question was at an average level.
- The availability of the elements for the development of teacher performance in the educational institutions understudy is high.
- There is a significant correlation between the dimensions of intellectual capital and the development of the teacher's performance in the educational institutions under study.
- Islamic thought addressed the components of the development of the teacher's performance, which are based on the components of intellectual capital mentioned by the pioneers of modern thought before modern thought, and was mentioned in the Holy Quran, namely knowledge, structures, systems, procedures, and loyalty.
- Proving that the strategy of intellectual capital as a management philosophy achieves the development of the performance of the teacher. The foundations of this philosophy are based on the Islamic administrative thought of the saying of Almighty Allah: "Indeed, the best one you can hire is the strong and the trustworthy" (Al-Qasas: 26). Power is connected with the preparation of the potential of the teacher and his material energy. Honesty is linked to the doctrinal and behavioral commitment of the teacher and complements each other. In power, the need for delivery is realized, while honesty means applying the factor of force through good conduct in the organization.
- The strategy of intellectual capital is the performance drawn by educational institutions to achieve the competencies of teachers who are able to generate ideas related to the creative, moral, and strategic development of systems, processes, and activities that add real value to educational institutions by owning these intellectual properties which is a sustainable competitive advantage.
- Administrative thought of Islam preceded modern thought fourteen centuries by paying attention to science and knowledge for improvement and development. Science, thought, and reason have a high ranking in the Book of Allah.
