المستخلص: المصلحة أصل الدين وقطبه، عليها بناؤه وقيامه في أصول الدين وفروعه، وكلياته وجزئياته؛ فتصرفات المكلفين الشرعية منوطة بمصالحها، قوة وضعفا؛ فأعظم الأعمال عند الله سبحانه وتعالى أعظمها مصلحة، وأضعفها أقلها مصلحة؛ فهي الميزان التي توزن به الأعمال، والمكيال الذي تكال به التصرفات، متى فاتت الأعمال، سقطت، وأصبحت خاوية خالية، لا اعتبار لها، ولا وزن، فحري وحقيق بالمكلفين ضبط تصرفاتهم، وفق المصالح المرسومة لهم من صاحب الشريعة، وتحريها في دقيق الأعمال وجليلها، ظاهرها وباطنها، عامها وخاصها، جزئيها وكليها، وإذا كانت المصلحة ظاهرة متميزة يدركها كل صاحب عقل ولب؛ لأنها مما فطر الله الناس على طلبه والانجذاب إليه، إلا أن مراتبها من تقديم المقدم، وتأخير المؤخر، مما يخفى على جمهور المكلفين فربما اضطربوا؛ فأخروا مقدما، وقدموا مؤخرا فكانت الحاجة لوضع موازين يزن بها المكلف تصرفه في أعماله الخيرية؛ فكان تنزيل قواعد المصلحة على العمل الخيري لإيضاح هذه التدافعات والتجاذبات من أهم المهمات على علماء الأصول والمقاصد، تبيانا وإيقاعا للمصالح في محالها المعتبرة زمانا ومكان؛ لأن المصلحة متى فات زمانها أو مكانها المعتبر فقدت أثرها وقيمتها، ودرء لمفاسد تدافعها وتنافرها، وحفظا وادخارا لها لتحويلها إلى أمكنة وأزمنة أخر، وصولا بأعمال الخير إلى التكامل والتآلف، ثم التعاضد والبناء، ثم التماسك والتشاد، ثم الترقي إلى الإتقان والإحسان، مع الاستدامة وعدم الانقطاع، وهذه أوصاف معتبرة، يحبها الشارع ويريدها ويرعاها، ويأمر بها؛ إبقاء لضرورات الشريعة الخمس ومكملاتها وحاجياتها وتحسينياتها، قائمة محفوظة من جهة الوجود، دافعين عن العمل الخيري العدم، بدفع التعارض والتآكل والتطاحن الداخلي، الجالب للتناقص والتنافر، المؤدي للضعف والهوان، الهادي للسقوط والتوقف. وبهذا تآلف لدي سبعة موازين للمصالح أعلاها ما جمع بين هذه السبعة وهي: قوة المصلحة، والتخصص فيها، وبناؤها، ويقنيتها، ودوامها، وكثرتها، ومعاصرتها؛ متى اجتمعت في عمل من الأعمال؛ فهذا ذروة سنام مصالح الأعمال الخيرية، وينقص من مصلحة العمل الخيري بحسب النقص من هذه المعايير.

The greatest deeds before God, may He be glorified and exalted, are the greatest of interest, and the weakest of them the interest. It is the scale by which deeds are weighed, and the standard by which actions are assigned. Whenever deeds are lost, they fall, and become empty and empty, with no consideration and no weight, it is free and real for those charged with controlling their behavior, according to the interests set for them by the owner of the Sharia, and investigating them in the delicate and noble deeds. Outside and inwardly, general and specific, both parts and both, and if the interest is a distinct phenomenon that every person with a mind and heart perceives; Because it is something that God has granted people to seek and are attracted to him, except that their ranks of leading the front and delaying the backside, which are hidden from the majority of those charged, so they may be confused They delayed in advance, and they introduced recently, so there was a need to set scales with which the person charged with weighing his behavior in his charitable work. The assignment of the rules of interest to charitable work to clarify these conflicts and interactions was one of the most important tasks for scholars of origins and purposes, to clarify and rhythm the interests in their respected places in time and place Because when the interest has passed its time or its considered place it has lost its impact and value, and to ward off the evils of its repulsion and disagreement, and to save and save it to convert it to other places and times, leading to good deeds to integration and harmony, then solidarity and construction, then cohesion and Chad, then promotion to perfection and charity, with sustainability and lack of Discontinuity, and these are respected descriptions, that the street loves, wants, takes care of, and enjoins them. Keeping the five imperatives of the Sharia, its supplements, needs and improvements, a list preserved in terms of existence, defending the charitable work of nothingness, by pushing contradiction, erosion and internal strife, which brings about diminution and disharmony, leads to weakness and humiliation, guides the downfall and stops. With this, I have seven balances of interests, the highest of which have combined these seven, which are: the strength of the interest, specialization in it, its construction, its technology, its permanence, its abundance, and its contemporaneity. Whenever you are joined in an act of business; This is the height of the hump of the interests of charitable work, and it detracts from the interest of charitable work according to the deficiency of these criteria.
