جاءت هذه الدراسة للتعرف على واقع العمل المؤسسي في المملكة العربية السعودية من خلال الإصلاحات الإدارية والاقتصادية لتجنب الفساد المالي والإداري والتقليل من حدوثه قدر الإمكان والعمل على مكافحته في المجتمع السعودي، وذلك من خلال الإجابة عن السؤال التالي: ما دور تطبيق الإصلاحات الإدارية والاقتصادية على محاربة وضبط الفساد المالي والإداري في المجتمع السعودي، من وجهة نظر أعضاء هيئة التدريس في جامعة الحدود الشمالية؟ وتنبع أهمية الدراسة من كون الموضوع من مواضيع الساعة حيث تحاول الدول مكافحته بشتى الوسائل والطرق، خاصة وأن الفساد المالي والإداري أصبح ظاهرة تستشري في المجتمعات، وهدفت الدراسة إلى التعرف إلى دور الإصلاحات الإدارية في المملكة العربية السعودية في محاربة وضبط الفساد المالي والإداري من وجهة نظر أعضاء هيئة التدريس في جامعة الحدود الشمالية، والتعرف إلى دور الإصلاحات الاقتصادية في المملكة العربية السعودية في محاربة وضبط الفساد المالي والإداري من وجهة نظر أعضاء هيئة التدريس في جامعة الحدود الشمالية، وجاء من أهم نتائج الدراسة أن المتوسطات الحسابية لمقياس الإصلاحات الإدارية جاءت بدرجات موافقة مرتفعة ومتوسطة، كان أعلاها للفقرة التي تنص على "قيام حكومة المملكة بتطبيق أسس الشفافية والمساءلة في أعمالها المختلفة يحد من جرائم الفساد" بينما بلغ أدناها للفقرة التي تنص على "أن قيام الحكومة بإجراءات العمل على المواطنين في المملكة يحد من جرائم الفساد"، وأن المتوسطات الحسابية لمقياس الإصلاحات الاقتصادية جاءت بدرجات موافقة مرتفعة، كان أعلاها الفقرة التي تنص على "عدم وضوح آليات وأدوات قياس الإنتاجية للمؤسسات الحكومية يسهم في إعاقة تطبيق الإصلاحات الإدارية والاقتصادية"، بينما بلغ أدناها الفقرة والتي تنص على "أن ضعف وهشاشة الهياكل الإدارية للمؤسسات العامة يؤدي إلى إعاقة تطبيق الإصلاحات الإدارية والاقتصادية". خلفية الدراسة ومشكلتها
This study came to identify the reality of institutional work in the Kingdom of Saudi Arabia through administrative and economic reforms to avoid financial and administrative corruption and reduce its occurrence as much as possible and work to combat it in Saudi society, by answering the following question: What is the role of applying administrative and economic reforms to fight and control Financial and administrative corruption in Saudi society, from the viewpoint of faculty members at the University of Northern Borders? The importance of the study stems from the fact that the topic is one of the topical issues where countries try to combat it by various means and methods, especially as financial and administrative corruption has become a widespread phenomenon in societies.
