المستخلص: هدفت الدراسة إلى تقديم تصور مقترح لتطبيق الإشراف التربوي الإلكتروني في ضوء رؤية عمان ٢٠٤٠، من خلال تعرف الكفايات اللازمة للمشرفين التربويين، والكشف عن واقع ممارساتهم التربوية للإشراف الإلكتروني والمعوقات التي تواجههم. ولتحقيق أهداف الدراسة استخدم الباحثان المنهج الوصفي بإعداد قائمة من الكفايات المرتبطة بالإشراف التربوي الإلكتروني في ضوء رؤية عمان ٢٠٤٠ من وجهة نظر الخبراء والمتخصصين باستخدام أسلوب دلفايDelphi method، كما تم إعداد استبانة لتعرف مدى توافر تلك الكفايات لدى المشرفين التربويين بمحافظة ظفار، إذ طبقت الاستبانة على (54) مشرفا تربويا بمحافظة ظفار. وقد أسفرت النتائج عن وضع تصور مقترح لتطبيق الإشراف التربوي الإلكتروني في ضوء رؤية عمان ٢٠٤٠، وبلغت الكفايات المرتبطة بالإشراف التربوي الإلكتروني ثلاث كفايات رئيسة هي: كفايات معرفية بمجال التعليم الإلكتروني وإدارته، وكفايات التخطيط للإشراف الإلكتروني وتصميمه، وكفايات التقويم الإلكتروني وأدواته. وكانت درجة توافرها لدى عينة الدراسة ضعيفة بشكل عام، وكذلك في المحاور كافة. وأوصت الدراسة بتبني التصور المقترح لتطبيقه على المشرفين التربويين بسلطنة عمان بعد وضع مهارات التعليم الإلكتروني وتطبيقاته التعليمية ضمن الكفايات الرئيسة المطلوبة لتقييمهم، مع تكثيف البرامج التدريبية في مجال الحاسب الآلي كتقنية أساسية لتأهيلهم، واعتماد أدوات الجيل الثاني من التعليم الإلكتروني-المتزامنة وغير المتزامنة-التي ستسهم في تغيير الأساليب الإشرافية، وتطبيقها في خدمة الحقل التربوي الواردة في التصور المقترح.

The study aims to provide a proposed vision for the application of electronic educational supervision in light of Oman Vision 2040 by identifying the necessary competencies of educational supervisors and revealing the reality of their educational practices for electronic supervision and the obstacles they face. In order to achieve the objectives of the study, the researchers used the descriptive method by preparing a list of competencies related to electronic educational supervision in light of Oman Vision 2040 from the point of view of experts and specialists using the Delphi method. A questionnaire was also prepared to determine the availability of these competencies among educational supervisors in Dhofar governorate. The questionnaire was applied to (54) educational supervisors in Dhofar governorate. The results resulted in developing a proposed vision for the application of electronic educational supervision in light of Oman Vision 2040. The competencies associated with e-educational supervision reached three main competencies: knowledge competencies in the field of e-learning and its management, planning and designing competencies for e-supervision, and electronic evaluation competencies and tools. Their degree of availability in the study sample was generally poor and the same was the case with all axes. The study recommended adopting the proposed concept to be applied to educational supervisors in the Sultanate of Oman after developing e-learning skills and educational applications among the main competencies required for their evaluation. It also recommended intensifying training programs in the field of computers as a basic technique for their qualification and relying on second-generation e-learning tools - synchronous and asynchronous, which will contribute to changing the supervisory methods.
