المستخلص: قامت جمعية المكتبات والمعلومات الأردنية بإجراء مسح ميداني للمكتبات العامة في الأردن باستخدام أداة معيارية تم تصميمها واعتمادها لهذا الغرض، وتم جمع البيانات من (70) مكتبة عامة قائمة ومكتبة واحدة قيد الإنشاء، وقد تضمنت الاستبانة أسئلة خاصة بالتوزيع الجغرافي للمكتبات العامة والعاملين بها وموقع المكتبة العامة ومبناها والأثاث والأجهزة والمعدات والمجموعات المكتبية ومصادر المعلومات المطبوعة والإلكترونية والعمليات والإجراءات الفنية المتبعة والخدمات المكتبية التي تقدمها هذه المكتبات للمستفيدين والأنشطة التي تقوم بها، وهناك العديد من المعايير والمواصفات الوطنية والدولية الفنية للمكتبات العامة بما في ذلك الموقع والمساحة وتصميم المبنى وعدد الكتب وعدد الموظفين والأجهزة والخدمات التي تقدمها المكتبة. من العناصر التي تؤثر في بناء وتطوير وخدمات المكتبات العامة طبيعة المجتمع الذي تخدمه، فالمجتمع الأردني مجتمع شاب ومتعلم ونسبة البطالة فيه عالية، وقد اهتمت وزارة الثقافة من خلال خطتها الاستراتيجية وعملها بالمكتبات العامة كمصدر للتعلم وتنمية الروح الوطنية والإشراف على المشروعات، وقد أظهرت نتائج الدراسة أن هناك موظفاً واحداً تقريباً في كل مكتبة عامة لكل حوالي 20 ألف مواطن في الأردن وهي نسبة متدنية جدا، إضافة إلى أن 10% فقط من المكتبيين (50 موظفا) ممن يحملون درجات علمية متخصصة في علم المكتبات والمعلومات؛ ومن هنا فقد أورد التقرير عددا من التوصيات التي يمكن أن يساعد تنفيذها إلى الارتقاء بمستوى المكتبات العامة نحو الأفضل، وقد أوصت الدراسة وزارة البلديات ووزارة الثقافة وجمعية المكتبات والمعلومات الأردنية ومسؤولي المكتبات العامة بإعطاء الأولية للمؤهلين في علم المكتبات والمعلومات للعمل في المكتبات العامة والعمل على تشغيلها وتصميم برنامج تدريبي، وعقد دورات تدريبية للعاملين في المكتبات العامة، والقيام بحملة واسعة لتعريف وتدريب العاملين في المكتبات العامة على العمليات والإجراءات الفنية الحديثة المتبعة في المكتبات على وزارة البلديات ومسؤولي المكتبات العامة، والعمل على منحها مساحات أوسع، وتوسيع القائم وتوفير أجهزة الحاسوب ووضع برنامج لحوسبة المكتبات العامة وربطها جميعا بالإنترنت، والعمل على دعم مكتبات الأطفال والمكتبات المتنقلة وتكثيف إجراء الدراسات والبحوث لجمع البينات والأدلة حول أسباب ضعف المكتبات، وبناء قاعدة بيانات تفاعلية خاصة بالمكتبات العامة لتكون دليلا لها ونشره على الويب، وربط الدليل بنظام معلومات جغرافي.

The Jordan Library and Information Association (JLIA) conducted a survey of public libraries in Jordan using a standard tool designed and approved for this purpose. Data was collected from (70) existing public libraries and one library under construction. The survey included questions on geographic distribution of public libraries and their staff, their location and building, furniture, equipment, library collections, printed and electronic information resources, technical processes and procedures, and library services provided by these libraries to users and activities. There are many national and international technical standards and specifications for public libraries including location, space allocation, building design, number of books, number of workers, equipment and services provided by the library. One of the elements affecting the size of the building, collection development and services of a public library is the nature of the society it serves. The Jordanian society is a young and educated one and its unemployment rate is high. The Ministry of Culture has taken care, through its strategic plan and its work in public libraries as a source of learning and development of the national spirit and supervision of projects. The study showed that there is almost one staff member per 20 thousand citizens in Jordan, which is very low. In addition to this, only 10% of the librarians (50 staff members) have library and information science degree, hence the report listed a number of recommendations whose implementation can help to raise the level of public libraries. The study recommended the Ministry of Municipalities, the Ministry of Culture, the JLIA and public library officials to give priority to qualified librarians and information specialists to work in public libraries, work on their operation and design a training program, and organizes courses to improve the knowledge and skills of these librarians. Training of staff, conducting a national campaign to identify and train employees in public libraries on the modern technical processes and procedures used in libraries. The study recommend to the Ministry of Municipalities and public library officials to provide larger space, expand existing and provide computers and develop a program to computerize public libraries and connect them all to the Internet, work to support children's libraries and mobile libraries and intensify the conduct of studies and research to collect data and evidence about the causes of the weakness of libraries, and build an interactive guide to public libraries on the web, and link the guide to a geographic information system.
