|a مصطلح بناء القدرات من المصطلحات الحديثة وظهر نتيجة لحاجة المنظمات لتطوير أدائها وتنمية قدراتها سواء البشرية أو المادية أو التنظيمية وغيره، وفي ضوء ذلك ظهرت الحاجة لبناء قدرات العاملين بالمنظمات والتركيز علي العنصر البشري، وبرنامج تكافل وكرامة أحدي البرامج الموجهة للفئات الأولي بالرعاية كآلية للحماية الاجتماعية، ويتحمل مسئولية تنفيذ البرنامج الأخصائيين الاجتماعيين العاملين بالإدارات والوحدات الاجتماعية علي مستوي محافظة أسيوط لذلك تتطرق تلك الدراسة بشكل نظري تحليلي في ضوء طريقة تنظيم المجتمع لبناء قدرات الأخصائيين الاجتماعين العاملين ببرنامج تكافل وكرامة، فيمثل بناء القدرات عملية تنمية وتطوير المعارف والمهارات والاتجاهات لدي الأخصائيين الاجتماعيين والجماعات المسئولة عن تخطيط وتنفيذ ومتابعة الخطط التنموية بالمنظمة وتصل إلي استثمار إمكانيات وطاقات الأخصائيين الاجتماعيين الاستثمار الأمثل، وتعرض الباحثة للدراسة في إطار عرض مدخل لعملية بناء القدرات، والدراسات التي تناولت عملية بناء القدرات، ثم بناء القدرات للأخصائيين الاجتماعيين العاملين ببرنامج تكافل وكرامة، ثم عرض لمعوقات عملية بناء قدرات الأخصائيين الاجتماعيين العاملين ببرنامج تكافل وكرامة وآليات تفعيلها، وطريقة تنظيم المجتمع تستخدم عملية بناء القدرات سواء للمنظمات أو الأفراد لرفع مستوي قدراتهم وتحقيق الأهداف المرجوة للمنظمة، وبناء قدرات الأخصائيين الاجتماعين يساعدهم في الدفاع عن حقوق الفئات المستهدفة وتمكينهم. فأخيرا تعرض الباحثة لإسهامات طريقة تنظيم المجتمع في عملية بناء قدرات الأخصائيين الاجتماعين.

The researcher presents the study within the framework of introducing the capacity building process and the studies that dealt with the process. Capacity building, then capacity building for social workers working in the solidarity and dignity program, then presenting the obstacles to the process of building the capacity of social workers working in the solidarity and dignity Community organization uses capacity-building, whether organizations or individuals to raise the level of their abilities and achieve the desired objectives of the organization, and building the capacity of social workers to help them to defend the rights of the target groups and empower them. Finally, the researcher presents the contributions of the method of organizing society in the process of building the capacity of social workers.
