المستخلص: تهدف هذه الدراسة إلى إبراز دور الحكومة الإلكترونية كنمط جديد لتخفيض الأعباء الإدارية (تكاليف المعلومات والبيروقراطية) الملقاة على عاتق مؤسسات الأعمال. فكانت البداية مع التساؤل الرئيسي التالي: هل يمكن للحكومة الإلكترونية أن تساهم في تحسين مناخ الأعمال بالجزائر؟ وللإجابة على هذه الإشكالية، قمنا بالاعتماد على الأسلوب الوصفي التحليلي لما ورد في الأدبيات الاقتصادية والدراسات الحديثة، إضافة إلى التقارير الدولية التي تشير إلى مستويات تطور الحكومة الإلكترونية ومؤشر سهولة ممارسة الأعمال في بعض الدول، مثل سنغافورة تونس، المغرب والجزائر خلال الفترة 2012 - 2018. وبعد الدراسة والتحليل تم الخروج بنتائج أهمها أن الدول التي قامت بتحسين وتطوير خدماتها الإلكترونية الحكومية كان لها أثر إيجابي على تحسن مؤشرات بيئة ممارسة الأعمال، وذلك على عكس الجزائر التي لا زالت تحتل مراتب متأخرة في هذا المجال.

The present study aims to to shed light on the role of e-government as a new mode to reduce the administrative burden (information and bureaucratic costs) on business. This topic was examined by asking the following main question: Can e-government contribute to improving the business climate in Algeria? To answer this question, the author followed the descriptive analysis method to review the literature review and the newly published studies, beside the international reports which indicates the levels of development in e-government and easy of doing business index in some countries, such as Singapore, Tunisia, Morocco and Algeria covering the period of 2012-2018. After an analysis of these data, The author concluded that countries which have developed and improved their E-government services, have had a positive impact on business environment unlike Algeria which still occupies low rank in this arena.

Le but de cette étude est de faire apparaître le rôle du e-gouvernement comme un nouveau mode pour réduire les charges administratives. L’étude s'articule autour de la question suivante : Le e-gouvernement peut-il contribuer à l’amélioration du climat des affaires en Algérie? Pour y répondre, la méthode de l'analyse descriptive a été adoptée à travers le quadrillage de la littérature économique et les études récentes, tout en s’appuyant sur les rapports internationaux qui concernent le e-gouvernement et de faires des affaires dans certains pays, comme le Singapour, la Tunisie, le Maroc et l'Algérie durant la période 2012-2018. l'analyse de ces données, a révélé que dans les pays qui ont amélioré et développé les services de e-gouvernement, un impact positif a été observé sur les indices de doing business, contrairement à l'Algérie qui reste mal classée dans ce domaine.
