المستخلص: يعد قطاع تكنولوجيا المعلومات والاتصالات أحد التطورات التكنولوجية وأهم الركائز التي تدفع عجلة النمو في جميع القطاعات وتحقيق أهداف التنمية الاقتصادية، حيث عملت على اختصار المسافات بين البلدان مقلصة الفجوة الزمانية والمكانية، والتي أدت إلى نمو أهمية تكنولوجيا المعلومات والاتصالات في اقتصاد أصبح يتسم بشفافية ووضوح، الأمر الذي أدى إلى أضافة قيمة جديدة إلى الموارد التقليدية وهي قيمة المعلوماتية حيث تسرع من عملية خلق وتطوير واستغلال وتبادل المعرفة، بشكل يمكن الدولة من تحقيق زيادات متسارعة في معدلات النمو الاقتصادي، فأصبح التطور الاقتصادي مرتبط إلى حد كبير بقدرة البلدان على مسايرة هذا التطور التكنولوجي المتنامي الإبعاد.
وأصبح اقتصاد المعرفة ضرورة حيوية للتقدم والنمو والازدهار في ظل المتغيرات التكنولوجية المتسارعة، كما أنه بمثابة أداة رئيسية لقياس مدى التقدم والرقى وتحقيق التنمية المستدامة الشاملة للبلدان المتقدمة والنامية، ويعتمد هذا الاقتصاد بشكل أساسي على استخدام المعارف وتكنولوجيا المعلومات والاتصالات، حيث أدى التطور التقني لأدوات تكنولوجيا المعلومات والاتصالات وخصوصا شبكة الإنترنت إلى نمو سريع غير
مسبوق للمعارف والمعلومات، مما أثر ذلك وبشكل أساسي على الاقتصاد العالمي بأكمله وساعده في دخول عصر جديد قائم على المعرفة والابتكار.
ولقد ولدت أهمية استعمال المعلومات والاتصالات في أن واحد مصطلح جديد وهو تكنولوجيا المعلومات والاتصالات، التي أحدثت تغير تقني كبير، أثر على مختلف أوجه النشاطات الإنسانية والسياسية والاقتصادية والاجتماعية، وبسبب ذلك أطلق على العصر الحالي العصر الإلكتروني، فساهم ظهور تكنولوجيا المعلومات والاتصالات في ظل اقتصاد المعرفة على نقلة نوعية في المعاملات والأنشطة التجارية لتتحول من الشكل التقليدي إلى الشكل الإلكتروني فانتشرت التجارة الإلكترونية أحد تطبيقات تكنولوجيا المعلومات والاتصالات، ويعد أيضاً من أحد أهم تطبيقاتها التعلم الإلكتروني والحكومة الإلكترونية؛ نظرا لاعتمادهما بشكل أساس ى على تكنولوجيا المعلومات والاتصالات.
ومع تزايد استخدام تكنولوجيا المعلومات والاتصالات، وانعكاساتها الإيجابية على التنمية في مختلف قطاعات البلدان، أصبح من الضروري تحقيق أقصى استفادة منها وذلك من خلال إيجاد فرص تنافسية وتحقيق التميز في هذا المجال والعمل على نقل التكنولوجيا والإلمام بتطبيقاتها الحديثة باتباع منهج علمي واضح يتفق مع المؤشرات العالمية ويحقق أهداف التنمية المستدامة هذا من جانب، ومن جانب آخر الاهتمام بالبحث والتطوير والإبداع والابتكار والعمل على نشر المعارف من خلال التعليم والتدريب والتأهيل والبحث العلمي.


The sector of information and communication technology is one of the technological developments and the most important pillars that drive growth in all sectors and achieve the goals of economic development, as it shortened the distances between countries, reducing the temporal and spatial gap, which led to the growth of the importance of information and communication technology in an economy that is now characterized by transparency and clarity. Which led to the addition of a new value to traditional resources, which is the value of informatics, as it accelerates the process of creating, developing, exploiting, and exchanging knowledge in a way that enables the state to achieve rapid increases in economic growth rates and economic development has become largely linked to the ability of countries to keep pace with this increasing dimensions of technological development.
The knowledge economy has become a vital necessity for progress, growth, and prosperity in light of the accelerating technological changes. It is also a major tool for measuring the extent of progress and advancement and achieving comprehensive sustainable development of developed and developing countries. This economy depends mainly on the use of knowledge and information and communication technology, as the technical development of information technology tools and communications, especially the Internet, have led to an unprecedented rapid growth of knowledge and information, which has essentially affected the entire global economy and helped it enter a new era based on knowledge and innovation.
The importance of using information and communication has created a new term, which is information and communication technology, which has brought about a great technical change, affecting various aspects of human, political, economic, and social activities, and because of that, the current era has been called the electronic age. The emergence of information and communication technology in the light of the knowledge economy contributed to a paradigm shift in transactions and commercial activities to shift from the traditional form to the electronic form. So, electronic commerce, one of the applications of information and communication technology, spread. Also among its important applications are e-learning and e-government as they depend mainly on information and communication technology.
With the increasing use of information and communication technology and its positive impacts on development in various sectors of countries, it has become necessary to make maximum use of it by creating competitive opportunities, achieving excellence in this field, and working on technology transfer and familiarity with its modern applications by following a clear scientific approach that is consistent with global indicators and achieves the goals of sustainable development, on the one hand, and on the other hand, paying attention to research, development, creativity, and innovation, and work on the dissemination of knowledge through education, training, qualification, and scientific research.
