المستخلص: حقوق الإنسان حقوق أصيلة ومتأصله في جميع البشر، مهما كانت جنسيتهم، أو مكان إقامتهم، أو نوع جنسهم، أو أصلهم الوطني أو العرقي، أو لونهم، أو دينهم، أو لغتهم، أو أي وضع آخر، وللجميع الحق في الحصول على الحقوق الإنسانية على قدم المساواة وبدون تمييز، وجميع هذه الحقوق غير قابلة للتجزئة؛ حيث أنها مترابطة مع بعضها. وحقوق الإنسان واحدة من الإنجازات العظيمة التي قدمتها الأمم المتحدة للإنسانية جمعاء، فهي مدونة شاملة ومحمية دوليا التي يمكن لجميع الدول الاشتراك بتطبيقها، وقد حددت الأمم المتحدة مجموعة واسعة من الحقوق المتعارف عليها دوليا، بما فيها الحقوق المدنية والثقافية والاقتصادية والسياسية والاجتماعية؛ كما أنشأت آليات لتعزيز وحماية هذه الحقوق ومساعدة الدول في تحمل مسؤولياتها. وما يهمنا هنا هي حقوق الإنسان السياسية، وكيف تعطي النظم القانونية الداخلية والدولية الحق للدول في توقيع الجزاء على الأشخاص مرتكبي الأفعال التي تشكل خطرا على نظامها الداخلي والدولي، أو الحقوق والمصالح التي وجد القانون من أجل رعايتها، ومن ثم فإن هذه القوانين تنيط بكل فرع منها النص على التصرفات المجرمة في نطاق، سريانها، ولا يختلف النظام القانوني الدولي عن النظام القانوني الداخلي بتوقيع الجزاءات، وذلك لوجود مصالح مشتركة بين الدول وفي كافة النواحي الاجتماعية والاقتصادية والثقافية، والاعتداء على هذه المصالح يعتب اعتداء على المصلحة المشتركة بين الدول؛ فيجب حمايتها من أي اعتداء، فالقانون الدولي يهدف هو الآخر إلى حماية المصالح العليا للمجتمع الدولي، بالمقابل لو نفذت هذه الجزاءات من قبل المجتمع الدولي فلها من الآثار على الإنسان وحقوقه، بشقيها السلبي والإيجابي

Everyone has the right to obtain human rights on an equal basis. Equality and without discrimination, and all these rights are indivisible; As they are interconnected. Human rights are one of the great achievements that the United Nations has made for all humanity. It is a comprehensive and internationally protected code that all countries can participate in implementing. The United Nations has defined a wide range of internationally recognized rights, including civil, cultural, economic, political and social rights. It has also established mechanisms to promote and protect these rights and assist states in assuming their responsibilities. What concerns us here are political human rights, and how do domestic and international legal systems give the right to states to sanction persons who commit acts that constitute a threat to their internal and international order, or the rights and interests that the law has found in order to care for them, and therefore these laws are entrusted to each branch of them Providing for criminal actions within the scope of their validity, and the international legal system does not differ from the internal legal system through the imposition of sanctions, due to the existence of common interests between states and in all social, economic and cultural aspects, and assaulting these interests is considered an attack on the common interest between countries; It must be protected from any aggression, because international law aims to protect the higher interests of the international community. On the other hand, if these sanctions are implemented by the international community, they have effects on man and his rights, with both negative and positive aspects.
