المستخلص: From among the most important discussed international subjects is that related to international sanctions and the extent of their respect for the principle of personality, and what is linked to that in terms of effects on the idea of the protection of human rights. That is as a result of what the international community is experiencing during the era of sanctions.
What makes the subject even more significant is the fact that when traditional comprehensive international sanctions are applied and often in the defense of human rights, it is found that the very enforcer of such sanctions is more of a human rights violator than the target state is itself. This has led to the emergence of a new type of international sanctions which have been termed “targeted” smart modern international sanctions. Here it appears that respect for the principle of personality in the imposition of international sanctions necessarily leads to greater respect for human rights.

Parmi les sujets internationaux qui sont en vogue actuellement c’est le sujet des peines internationales et leurs respect au principe de la personnalité des sanctions ,ainsi que l’effet de ce principe sur la protection des droits de l’homme ou la multiplication de ces peines dans la communauté internationale.
L’importance de ce sujet consiste dans l’application des sanctions internationales complètes et traditionnelles, car souvent la partie qui prend la défense des droits de l’homme est telle qui contribue à leurs violations vis-à-vis de l’état ciblé par les sanctions. Ce qui a mené à l’application d’un nouveau type de sanction internationale (sanctions internationales intelligentes ciblées .Ce qui favorise au respect du principe de la personnalité des sanctions ainsi que la protection des droits de l’homme.

من أبرز المواضيع الدولية المطروحة للنقاش موضوع الجزاءات الدولية ومدى احترامها لمبدأ الشخصية، وما إلى ذلك من آثار على فكرة حماية حقوق الإنسان وذلك نتيجة ما يعيشه المجتمع الدولي في عصر الجزاءات.
وما يزيد من أهمية الموضوع أنه حين تطبيق الجزاءات الدولية الشاملة التقليدية وفي كثير من الأحيان للدفاع عن حقوق الإنسان، يجد المطبق لهذه الجزاءات نفسه هو المنتهك لحقوق الإنسان أكثر من الدولة المستهدفة بحد ذاتها، وهو ما أدى إلى ظهور نوع جديد من الجزاءات الدولية التي أطلق عليها مصطلح الجزاءات الدولية الحديثة الذكية "المستهدفة"، هنا يظهر أن احترام مبدأ الشخصية في توقيع الجزاءات الدولية بالضرورة يؤدي إلى احترام أكثر لحقوق الإنسان.
