تناولت الورقة دور العدالة الانتقالية في دعم مسار التحول الديمقراطي في السودان للعام 2019م. تمثلت المشكلة في أن الحكومات المدنية والعسكرية التي تعاقبت على حكم السودان منذ الاستقلال لم تمارس الديمقراطية، وأن غياب تطبيق الديمقراطية هو السبب الرئيسي لإخفاق وزوال جميع الحكومات السابقة وهو الذي أدى إلى تدهور الحياة السياسية، الاجتماعية والاقتصادية وقيام الثورات، من خلال المشكلة تم صياغة عدد من الأسئلة منها: إلى أي مدى تساهم العدالة الانتقالية في دعم مسار التحول الديمقراطي؟ كيف تعمل الديمقراطية على تحسين الأوضاع السياسية والاجتماعية والاقتصادية؟ وتم افتراض عدد من الفرضيات منه: أن العدالة الانتقالية تساهم في دعم مسار التحول الديمقراطي من خلال مبدأ المشاركة بحرية وشفافية، تعمل الديمقراطية على تحسين الأوضاع من خلال تطبيق مبدأ المساواة والإنصاف. نبعت الأهمية في إبراز الدور الرئيسي والفعال الذي تلعبه العدالة الانتقالية في دعم مسار التحول الديمقراطي. هدفت إلى إبراز الوسائل والطرق التي تحقق العدالة الانتقالية وتدعم مسار التحول الديمقراطي وتحليل الوضع السوداني وإبراز العقبات والسيناريوهات المحتملة ورصد الفرص والبدائل لوضع الحلول واستخلاص الرؤى والخطط المستقبلية. اتبعت الورقة المنهج الوصفي التحليلي والمنهج التاريخي. توصلت إلى عدة نتائج منها أن نجاح الحكومة واستقرار الحكم وتحسين الأوضاع السياسية والاجتماعية والاقتصادية المحقق لرضا الشعوب مرهون بتحقيق العدالة الانتقالية وتطبيق مبادئ الديمقراطية. قدمت عدة توصيات منها ضرورة تحقيق العدالة وتطبيق مبادئ الديمقراطية خلال الفترة الانتقالية.
The paper examined the role of transitional justice in supporting Sudan’s democratic transition process for 2019. The problem was that the civilian and military governments that had governed Sudan since independence had not practiced democracy and the absence of democracy is the main reason that led to the failure and demise of all previous governments, which led to the deterioration of political, social and economic life and the revolutions. Through the problem a number of questions have been formulated, to what extent transitional justice contributes to the process of democratization, how dose democracy improve political, social and economic conditions? A number of hypotheses were assumed transitional justice contributes to the process of democratization through the principle of free and transparent participation democracy improves the situation by applying the principle of equality and equity. The importance of the paper emerged in highlighting the key and effective role played by transitional justice in supporting the process of democratic transformation. The paper aimed to highlight the ways and means that achieve transitional justice, support the path of democratic transformation and analysis of the Sudanese situation, and highlight obstacles and possible scenarios and to monitor opportunities and alternatives to develop solutions and draw visions and plans. The paper followed the descriptive analytical and historical method. The paper reached several conclusions, including that the success of the government and the stability of governance and the improvement of political, social and economic conditions that achieve the satisfaction of peoples is subject to the achievement of transitional justice and the application of the principles of democracy. The paper made several recommendations, including the need to achieve justice and apply the principles of democracy during the transitional period.
