|b The need to amend the constitution is imposed by the nature of circumstances. Constitutional principles make the rules of governance of the state in the context of the prevailing political, social, and economic facts at the time of its promulgation. Since the natural law of development and change imposes itself on everyone, it is necessary to clear the way for amendments that are consistent with these changes. The potential need for amending the constitution is a firm law, describing the law as a social science that is in line with the developments of society, but it must always be in line with the sublime goal of drafting the constitution, which is Promoting the sovereignty of the people. However, the need may arise to restrict the amendment of the constitution to special circumstances that the state confronted, therefore a problem will arises between the will of the Constituent Assembly with the highest authority and delegated by the people to lay down the basic rules of the state if it wants to restrict the amendment, and the freedom of the original sovereign people to conduct the amendment of the constitution’s rules when He wills.
