المستخلص: According to the communal chart, the commune considered as a local collectivity, enjoys a wide range of competences. It’s really worth mentioning that the purpose of the chart is to promote the commune to the status of the main developing stakeholder. Thus, the institution of the commune should be placed at the heart of local developing projects and issues so as to achieve its own development. This present research paper aims to study, on the one hand, how upstream OUALTANA communes implement their development plans, and on the other hand, analyze how do local stakeholders conceive of their commune implemented plans in terms of local development. Studying the role of the commune in local development through its implemented actions and their limitations enables us to understand its tendency to occupy a central position in the networks of both horizontal and vertical communication. This study also helps us to have a deep insight into the present situation and the types of needs to tackle in order to solve such types of dysfunction. This can be achieved as long as we can identify these limitations through the study of previous major projects (basic infrastructure, roads, drinking water, electricity supply, medical care, schooling, etc). By studying of upstream OULTANA communes’ actions, mainly those that were implemented or planned, and those that failed or were successful we may assess the contribution and the ability of these communes in involving other stakeholder in the process of development.

locale et de par la promulgation de la Charte communale, dispose d’un large éventail de domaines de compétences. Il convient de rappeler que l’objectif de la charte est de promouvoir la commune comme principal acteur du développement. L’institution communale doit donc être placée au centre de la problématique de développement et doit être le maître d’ouvrage de son propre développement. Dans cette étude nous allons essayer, d’une part, de présenter comment les communes d’Oueltana amont mènent leur développement et d’autres part, d’analyser les perceptions des acteurs locaux sur les actions de leurs communes en matière de développement. Etudier le rôle de la commune dans le développement local à travers les actions qu’elle entreprend et les limites de celles-ci, permet de comprendre sa disposition à occuper un rôle central dans les réseaux de communication horizontale et verticale. C’est aussi de connaître les conditions actuelles et les besoins de communication dans l’objectif de saisir les facteurs sur lesquels on peut agir afin de remédier aux insuffisances. Cela est certes possible dans l’identification de ces insuffisances par l’étude des expériences passées en matière de projets essentiels (infrastructures de base : réseaux routiers, eau potable et électrifications ; scolarisation, santé). En étudiant les actions des communes d’Oueltana amont principalement celles qui sont exécutées ou planifiées, et celles qui ont échoué ou réussi, on peut évaluer la portée de sa participation et son aptitude à impliquer les autres acteurs dans le processus de développement.
