المستخلص: إن التنظيم الترابي يحتل أهمية حيوية بالنسبة للدولة في بلورة وتوجيه سياسات عمومية مندمجة وتشاركية، تجعل من التراب عنصراً مفتاحاً لكل تنمية منشودة وإرساء ثقافة الديمقراطية المحلية. وإيجاد المقاربات والآليات لضبطه وتنميته هو ما حاولت الدولة بلورته من خلال سياسة اللامركزية في أبعادها المتعددة الإدارية والاقتصادية، وفق منظور إصلاحي متدرج ومتجدد في مبادئه قادر على تصريف مختلف المشاكل المطروحة، والتي أبانت على أن المسألة الترابية بالمغرب تشوبها نواقص متعددة، نتاج تراكمات تاريخية وأسباب لها علاقة بالتوجهات السياسية والمعايير البنيوية والتقنية في رسم الخريطة التنموية للبلاد في إطار سياسة إعداد التراب الوطني. الأمر الذي أصبح معه الخيار الاستراتيجي فكرا وتدبيرا يشكل أكثر من أي وقت مضى إطاراً لتوجيه ومواكبة الديناميات الترابية حاضراً ومستقبلا عبر تقطيع ترابي ناجع وفعال، متوازن ومنتج، وكذا من خلال تمفصل السياسات العمومية وتوطيد دعائم اللامركزية واللاتمركز الإداري خدمة للتنمية المستدامة واستشراف مستقبلها وفق التحولات المجتمعية العامة للبلاد، أخذاً بعين الاعتبار المدلول الشائك والمعقد للسياسة الترابية الذي تتداخل فيه متغيرات عدة: سياسية، اقتصادية، اجتماعية، ديمغرافية، مجتمعية وإدارية. دون الإغفال عن دور المحيط الدولي في التأثير والتأثر بالديناميات الترابية المحلية.

La situation générale des risques a beaucoup changé par rapport à ce qu’ils étaient dans les années 1990. et le développement territorial fait modèle à partir de la constitution d’une entité productive essentiellement ancrée dans un espace géographique . on montre ici les éléments de la genèse du territoire autour d’un système local d’acteurs avant d’aborder la dynamique de la spécification des produits. Dans "le développement local" nous rappelions que son enjeu consistait à "mettre en évidence une dynamique qui valorise l’efficacité des relations non exclusivement marchandes entre les hommes pour valoriser les richesses dont ils disposent. En première analyse, le développement territorial peut être défini comme tout processus de mobilisation des acteurs qui aboutit à l’élaboration d’une stratégie aux contraints extérieures, sur la base d’une identification collective à une culture et à un territoire. En bref, le développement territorial ne peut se décréter et reste une construction d’acteurs, même si des politiques publiques appropriées peuvent la stimuler dans la durée.

The territorial organization is of vital importance to the state in formulating and directing integrated and participatory public policies that make the territory a key element for every desired development and the establishment of a culture of local democracy. Finding approaches and mechanisms to control and develop it is what the state has tried to develop through the policy of decentralization in its multiple administrative and economic dimensions, according to a progressive and renewed reform perspective in its principles capable of dealing with the various problems presented, which has demonstrated that the territory issue in Morocco is characterized by multiple shortcomings as a result of historical accumulations and reasons related to political orientations and structural and technical standards in drawing the development map of the country within the framework of the national territory preparation policy. Thus, the strategic choice has become a thought and a measure that is more than ever a framework to guide and keep abreast of territorial dynamics in the present and in the future through efficient, balanced, and productive territory cutting. In addition, by detailing public policies and consolidating the foundations of decentralization and administrative decentralization in order to serve sustainable development and anticipate its future in accordance with the general societal transformations of the country while taking into account the thorny and complex meaning of the territorial policy, in which several variables such as political, economic, social, demographic, societal, and administrative overlap, without losing sight of the role of the international ocean in influencing and getting influenced by local territorial dynamics.
