| 520 | |b The organization of scientific research and technological development is indeed an active place to meet the aspirations of those concerned. Various human, financial and emotional conditions must be put in place to ensure an atmosphere conducive to scientific production. The procurement of the needs of the research organization must be carried out through the application of government procurement procedures imposed by the government to satisfy the requested orders. Several internal and external factors represent new challenges for the management of university-level research in scientific production, finance and public procurement. Really other parties than the researcher intervene at different levels for the accomplishment of various missions related to the research organization for example: administrative, legal and management. | ||
| 520 | |d L’organisme de la recherche scientifique et du développement technologique est bien un lieu active afin de répondre aux aspirations des intéressés. Diverses conditions humaines, financières, et affectives devront être mises pour assurer une atmosphère aidant à la production scientifique. La concrétisation de l’achat des besoins de l’organisme de recherche doit être effectuée par le biais de l’application des procédures de passation des marchés publics imposée par le gouvernement pour la satisfaction des commandes demandées. Plusieurs facteurs internes et externes représentent de nouveaux défis pour la gestion de la recherche au niveau de l’université sur le plan de la production scientifique, du financement et d’achat public. Réellement autres parties que le chercheur interviennent à différents niveau pour l’accomplissement de divers missions liées à l’organisme de recherche par exemple: administratives, juridiques et de gestion. | ||
| 520 | |a يعد مخبر البحث العلمي والتطوير التكنولوجي مكانًا نشطًا لتلبية تطلعات المعنيين. ولذلك يجب وضع العديد من الشروط البشرية والمالية وغيرها لضمان محيط يساعد على الإنتاج العلمي. يتحقق مبدأ اقتناء حاجيات مخبر البحث من خلال تطبيق إجراءات تنظيم الصفقات العمومية المحددة من طرف الحكومة. على صعيد الإنتاج العلمي تمويل البحث العلمي وكذلك اقتناء التجهيزات، الكثير من العوامل الداخلية والخارجية تمثل تحديات جديدة لإدارة البحوث على المستوي الجامعي. في الواقع هناك أطراف أخري غير الباحث تتدخل على مستويات مختلفة لإنجاز مختلف المهمات المتعلقة بمخبر البحث على سبيل المثال: الإدارية والقانونية. | ||
